SCOPE & CONTENT:

File of papers relating to professional activity of Dr Robert Harding, medical doctor in charge of care of convicts in city and county jails in Cork. Includes letter from Harding to Sir Edward B Baker, Military Secretary, Dublin Castle, expressing view that he is ‘exonerated entirely from any participation in the fraud, whatever it was’, also stresses respectability and loyalty with reference to his prevention of a ‘plan formed by militia Soldiers for the destruction of the Gov[ernment] Magazine’ and support of government in recent election, for which he states, ‘I had my windows broken by Mr Hutchinson’s Mob’, 17 May 1818; includes journal of prison attendance for period from July 1816 -January 1818, with comments on state of health of inmates, for example, ‘Sarah Moony has got a fit of the asthma. Morly’s eye better. Letter from Judge E Mayne, Stephens Green, Dublin, to Sir Edward B Baker, Military Secretary, Dublin Castle, enclosing copy of ruling of Court of King’s Bench and declaration made respecting conduct of Dr William Harty upon inquiry at Newgate jail. Encloses ruling from court stating that an accurate medical certification shall be produced upon oath when demanded by the medical attendant serving in a prison, and that no doctor ‘shall have or accept of any Sum of Money, fee or gratuity from any Prisoner in their Respective Gaols…for or in respect of any attendance on or care of any such Prisoner or for or in respect of any Certificate, Answer or Affidavit relative to such Prisoner’; declaration signed by Mayne states that ‘I am desired by the Court to declare their disapprobation of Doctor Harty’s past conduct in demanding and receiving Sums of Money for granting Certificates of Health on Oath, also in accepting fees for attendance on Prisoners in the Gaol or its Hospital’.

Yeo also recommends making available ‘several Copies of Mr Giles’s Chart of the Soundings and bearings of the Harbour for the use of the Captains of the Packets’; notes that the cost, £370 plus payment of the boat crew, should be charged to account of the Belfast Office Corporation.

Letter from Dr Edward Trevor, Dublin, to William Gregory, Under Secretary of Ireland, Dublin Castle, with enclosures related to case of a convict in Kilmainham Gaol, James Hannon, for examination by Sir Edward B Baker. Encloses petition from Hannon which states that he was convicted at the Lent assizes of Mullingar, in 1818, of circulating counterfeit Bank of Ireland notes, and claims that a monetary sum of £4.4.4 retained by the magistrate Mr Usher, has not been returned to him; also incomplete letter from Hannon, Mullingar Prison, to John Leonard McInally, Mullingar Court, County Westmeath, referring to outstanding £4.4.4, with annotation in pencil at top stating that ‘As you are not convicted of a felony but a misdemeanor you are entitled to the money in Mr Usher’s hands’.

Four letters from Eneas Harrison, 4 Edward Terrace, Summer Hill, Dublin, to Robert Peel, Chief Secretary, Dublin Castle, seeking post and lamenting distress caused by legal pressures. Encloses petition from Harrison to Earl Charles Whiteworth, Lord Lieutenant, Dublin Castle, for post, making reference to heavy losses as a result of ‘Fines on Townlands for the practice of Illicit Distillation’ and a court decree by which heavy encumbrances were imposed on petitioner; explains to Peel difficulties over fines for illicit distillation and reference to his capture and imprisoned by the French on return from the West Indies, 22 June 1816; also incomplete letter of support written from 3 Bateman Buildings, Soho Square, London, to Peel, relating that Harrison is ‘a firm Supporter of the Friends of Government’ and mentions that he undertook ‘to travel upwards of four Hundred miles to support Mr Bagwell’ in the recent election for County Tipperary, 19 June 1816.
