Concerns application of Henry Blake to Earl Talbot, Lord Lieutenant, Dublin Castle, for £2000 from the consolidated fund, for completion of road between Westport, County Mayo and Galway, County Galway. Although Earl Talbot urges the request to be complied with, the board state that Blake must first make an application to them in the normal way.

SCOPE & CONTENT:

Petition of Anne Coulter, 9 Upper Dorset Street, Dublin, to Charles Grant, Chief Secretary, Dublin Castle, requesting consideration for appointment to post of house keeper of new Richmond General Penitentiary. States that she worked as matron in Richmond bridewell, during its use as a fever hospital, herself contracting the disease. Notes that she is a widow with children to support. Also contains a statement certifying Coulter's good character, signed by Reverend David Stuart, 1 Florinda Place, Dublin, moderator of Presbyterian seceding synod of Ireland, and 5 other individuals.

File of papers relating to a plan of attempted escape by prisoners in County Carlow jail. Includes copy of letter from Chief Secretary's Office, Dublin Castle, to Reverend Forster Archer, Inspector General of Prisons Ireland, informing him of the plan, and instructing him to instigate an enquiry. Notes that he should take action to appoint a 'proper keeper' of the jail - the current, female, keeper, being 'extremely remiss', October 1819. Also an earlier draft in hand of Chief Secretary, Charles Grant, of above letter [probably given to clerk to prepare fair copies]. Also letter from Dr Edward Fitzgerald, local inspector of County Carlow jail, to Forster Archer, in reply to letter from Archer, stating that there were alterations made to the jail, during which time, security was inevitably reduced, 8 October 1819.

Refers to the former military service of his father, Captain William Cooke. Suggests vacant post of inspector of stamps, following dismissal of Thomas Irwin, 22 November 1819. Also copy of letter from Colonel Ready, Phoenix Park, Dublin, to Cooke, 61 Capel Street, Dublin, in reply to Cooke's petition of 14 September 1816, stating his name is on the list of candidates for a job. Also statement of Captain William Cooke's service in the army, 1745 to 1775, including America and West Indies.

Includes letter from Richard Archer, Inspector General of Prison's office, Dublin, assistant to [his father], Forster Archer, Inspector General of Prisons, to William Gregory, Under Secretary, Dublin Castle, informing him of the incident, 22 November 1819. Encloses letter from Reverend Henry Pasley, Castlebar, magistrate and local inspector of County Mayo jail, to Forster Archer, reporting the incident, including the death of a prisoner, John Connor, and the injuries to another prisoner, Rowland, and to 2 labourers, 19 November 1819. Also letter from Forster Archer to Gregory, concerning the incident, and also noting that, 'Every part of this country is quiet. Number in gaol comparatively small - heard of no outrage but at Castlrea [County Longford] & Ballyhaunis [County Mayo]'. Encloses minutes of evidence he has gathered into the events at Castlebar jail, signed by Archer and Pasley, Castlebar, 9 December 1819.
