SCOPE & CONTENT:

Letter from Richard Crofton, Pipe Water office, 28 Great Ship Street, Dublin, inspector of Dublin water works, to Alexander Mangin, chief clerk, civil department, Chief Secretary's Office, Dublin Castle, presenting his opinions, as requested, on the proposed plans of Mr Boardman for supplying the neighbourhoods of Richmond, and Ballybough Bridge, Dublin, with pipe water; also for laying water pipes along the sea walls from Ballybough Bridge to the north wall, to supply shipping in river with fresh water; also his plans for supplying troops stationed in the Pigeon House military barracks, Dublin, with water, 1 September 1819. Also note from Crofton to Mangin, concerning his discussion of the matter with Andrew Coffey, engineer of Dublin water works. Warns of Coffey's disappointment at not being included, noting that he is 'a most vindictive character', 7 September 1819.

File of papers relating to the request to government by J Chambers to allow his father John Chambers, a Dublin United Irishman in 1790s, to be allowed to return to Ireland. Includes letter from J Chambers, Abbey Street, Dublin, to Sir Henry Parnell, MP for Queen's County [County Laois], detailing his father's case - his surrender in 1798; his subsequent imprisonment in Kilmainham prison, Dublin and Fort George, Scotland; and his release in Hamburg, Germany, under agreement not to return to Ireland. Notes Parnell's agreement to communicate with Charles Grant, Chief Secretary, Dublin Castle, on subject, 13 November 1818. Also includes letter from Chambers, 6 Arundel Street, London, to Grant, requesting that government allow his father to return, through similar arrangements as those made for Archibald Hamilton Rowan. Notes Sir Henry Parnell's efforts on his father's behalf subject since 1813, 23 April 1819. Also copy of reply from Grant, Irish Office, London, to Chambers stating that the Lord Lieutenant cannot grant his father permission to return to Ireland, 14 June 1819.

File of papers relating to legal proceedings by the Commissary General's office against Denis Lyons, merchant, Limerick city, following his failure to fulfil a government contract which he had successfully bid for, to supply the cavalry in Ireland with hay, straw and oats in 1818. Includes letter from Lyons, Limerick, to Charles Grant, pleading his case and his request for relief. Encloses his earlier petition to Earl Talbot, Lord Lieutenant, detailing his case, and the impact of crop failures and high prices; requests government assistance to halt legal proceedings against him and against his securities; also encloses copy of the reply he received from Sir Edward B Baker, military Under Secretary, Dublin Castle, stating that no exception can be made for his case, 27 April 1819 and 8 May 1819. Also includes letter from Colonel Charles Handfield, Commissary General's office, Dublin, Commissary General for Ireland, to William Gregory, Under Secretary, Dublin Castle, advising on the matter, and suggesting that any allowances made for Lyons would set a dangerous precedent for other government forage contracts, 29 July 1819. Encloses copies of all correspondence involving his office on the subject, from 2 April 1818 to 15 June 1819.

Encloses copy of resolutions adopted at recent public meeting of merchants, traders, and ship owners of Cork city, on the subject of proposed ballast act respecting Cork harbour.
