Defends Brown's conduct, noting that the police were attacked with stones prior to the incident, 30 May 1821. Encloses copies of several documents relating to the case, 21 May 1821-24 May 1821, including the examinations of Michael Reynolds, Patrick Clark, and Patrick Lennan, sworn before Oliver D Grace and George Mills, magistrates for County Roscommon, against Brown, and also copy of Brown's committal to Roscommon jail, by Grace and Mills, 24 May 1821.

Letter from Edward Wilson, Thurles, County Tipperary, chief police magistrate for County Tipperary, to William Gregory, Under Secretary, Dublin Castle, reporting on disturbed state of barony of Ikerrin, County Tipperary, in particular the lands of Clonboo, part of the estate of Somerset Richard Butler, 3rd earl of Carrick, which are out of lease. Reports the murder of an elderly man, Thomas Kavanagh, 'who those Ruffians mistook for another than had taken a few acres of these Lands'. Also concerning unrest amongst tenants on Lord Hawarden's estate [Cornwallis Maude, 3rd viscount Hawarden], at Dundrum, County Tipperary, 1 June 1821. Encloses copy of notice found left in Kavanagh's house on 29 May 1821 by his assassins, addressed from 'Captain Lightfoot's corps', threatening death to anyone who has recently taken a lease at Clonboo, in place of former tenants. Also note in hand of Gregory, concerning contents of a reply to Wilson's letter [June 1821].

Letter from Major John Wills, Dublin, chief police magistrate for County Roscommon, to William Gregory, Under Secretary, Dublin Castle, responding, as requested, to allegations made by Oliver D Grace, a magistrate for County Roscommon, against Wills and his police force; Wills refutes all of Grace's complaints, including claims concerning the claims of 4 individuals for remuneration for evidence given, 20 June 1821. Wills states that one of the men, Martin Hannilly, was not entitled to any such compensation, and encloses 3 receipts for money paid by Wills to the other 3 individuals, Thomas Forde, Pat Coyne, and Bryan Conlon, 19 May 1821, in support of Wills' statements.
