Copy letter from William Kemmis, crown solicitor, Kildare Street, Dublin, to William H Gregory, Under Secretary of Ireland, Dublin Castle, commenting upon application from merchants of Belfast, County Antrim, for foundation of a banking company to serve that place, and indicating consultation on issue was made with the governor [Nathaniel Hone] of the Bank of Ireland. Encloses copy of case on behalf of the crown with consideration of some legal impediments in way of forming a bank in Belfast with response to query raised by William Conyngham Plunket, Attorney General, and Henry Joy, Solicitor General of Ireland.

Copy of 3rd report of the commissioners for Donaghadee harbour, County Down, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle. Incorporates detailed commentary on work to date and that which is proposed for the forthcoming year with costs; refers to the various stages in construction of pier and harbour and to the use of a diving bell, a steam engine, cranes and pumps, written by John Rennie, engineer. Also appends an ‘Abstract of the Accounts of the Commissioners for Donaghadee Harbour’, signed by Edward L Hull, secretary to commissioners. Report signed by Arthur Blundell Sandys Trumbull Hill, 3rd Marquess of Downshire and 10 other commissioners.

Letter from J Croker, [?Aderry], to Henry Goulburn, Chief Secretary of Ireland, enclosing memorial from Sarah Lucy Cuthbert, 24 Middle Gardiner Street, Dublin, to Charles Chetwynd Chetwynd-Talbot, 2nd Earl Talbot of Hensol, Lord Lieutenant, Dublin Castle, requesting advance of pension in recognition of her husband’s service to the revenue department. Explains her husband, John Cuthbert, late surveyor general of customs, spent some 42 years in the service, but lost his life on account of exposure to damp conditions whilst on duty at the port of Coleraine, County Londonderry. Encloses certificate from members of the Board of Customs, Dublin, making recommendation for John Cuthbert as ‘one of its most efficient and experienced officers’, signed by Lord Castlecoote [Charles Henry Coote, 2nd baron Castlecoote], and 4 other commissioners.

Copy of inquisition relative to the claims of the Dean of Derry, taken at Londonderry on 1 September 1609. Refers to property placed under control of the dean, including the parish of Derry, and lands of Clandermott [Clondermot], Annagh, Island of Derry [Church Island], Ballyowen [Ballyoan], Temple Quarter [?Templetown], Clonekey, and Cooleonagh, County Londonderry. Also mentions a grant of part of Errenagh [?Edenreagh] lands, dated 25 May 1615 and refers to a grant to John, bishop of Derry [John Leslie, bishop of Raphoe, 1633-1661] of ecclesiastical lands and an advowson of the churches of Fawe [?Faugher] and Morrill [?Moress], in County Donegal. Also copy extract of the patent to lands of the Dean of Derry.

Copy of case on behalf of the crown respecting formation of a guild of merchants in the city of Limerick, County Limerick. Considers clause 15 of a recent act concerning the government of the city of Limerick, and makes query if the Lord Lieutenant [Richard Wellesley, 1st Marquis Wellesley] is obliged to appoint a guild of merchants to that city; with response in the affirmative by the Attorney General, William Conyngham Plunket. Also printed copy of ‘An Act for the better Government of the City Limerick, and the due Appropriation of the Public Revenues thereof’.

Letter from Charles Vereker, 2nd viscount Gort, Loughcooter Castle, Gort, County Galway, to John Galloway, secretary to the commissioners of the consolidated fund, remarking on general disquiet over arrangements suggested in an act of Parliament for repayment of interest to the commissioners on grant for erection of a bridge [over the River Shannon] and floating dock in the city of Limerick. Encloses memorial from the merchants, traders and main inhabitants of the city of Limerick to the commissioners for the issue of money out of the consolidated fund stating objections to the burden of taxation imposed by the bill on the city, and requesting that funds ‘for such a Purpose’ be withheld. Protests that under the stipulations of the bill not only is a toll taken on the bridge, but a levy is also placed on import and export and on shipping, signed by 110 inhabitants of Limerick, 14 January 1824. Also 3 copy letters from Thomas Spring Rice, Bilton Hotel, Sackville [O’Connell] Street, Dublin, MP for Limerick city, to William H Gregory, Under Secretary of Ireland, Dublin Castle, concerning the matter of proposed works in Limerick, 17 February 1824. Also copy letter from Gregory to the commissioners discussing requirements for laying of roads leading to bridge under the act, 19 February 1824. Memorandum by author identified as ‘SNE’ [Stephen N Elrington], providing an eyewitness account of a Catholic Association dinner given for [Daniel] O’Connell at the Corn Exchange Dublin on 3 June 1824, which was chaired by Pierce Butler. Butler anticipated that they ‘rally round the Reformers of England and make common cause with them’ and later proposed a toast to Rev Dr Murray [catholic archbishop of Dublin] and the catholic hierarchy of Ireland. O’Connell expressed support for crown and constitution but lamented that the greater part of the Irish population were ‘excluded altogether from the privileges of the Constitution’; urged Irish catholics to be assertive and ‘tell their Enemies - to tell Orangemen they felt their injuries’; drew comparisons between the principle of emancipation of catholics in ‘spite of Eldon or Liverpool’ with the emancipation of ‘Protestants in Spain in spite of Ferdinand and … in Greece in spite of the Sultan’ [Lord Eldon and Lord Liverpool]. Richard Shiel spoke on the issue of the insurrection and burial acts and emphasised the need for Parliament to conciliate Ireland. [Nicholas Purcell] O'Gorman, secretary to the Catholic Association, protested at the general classification of the Irish as lawless rebels and complained of the political power of the Orange party. John Lawless, advocated real parliamentary reform and claimed that the ‘Borough mongers of the House of Lords … rode over the Constitution’ thereby reducing the House of Commons to a ‘debating club’; expressed a wish for a free press in Ireland, especially in the north. Copy of printed proceedings from 9th session of the Belfast Academical Institution, as recorded by the ‘Belfast News Letter’ newspaper of 4 May 1824, addressed to Henry Goulburn, Chief Secretary of Ireland, Irish Office, Westminster, London. Recites substance of address from the president of institution, Dr JL Drummond and of the moderator of the Presbyterian Synod of Ulster, and lists names of prize winners for subjects taught: Natural Philosophy, Mathematics, Moral Philosophy and Metaphysics, Logic and Belles Lettres, Greek, Latin, Hebrew and Elocution.

Letter from Matthew Barrington, London, crown solicitor for Munster circuit in Ireland, to Henry Goulburn, Chief Secretary of Ireland, enclosing sheet with transcriptions of 3 copy letters in reference to charges brought by George Rowan against Colonel James Crosbie, alleging that Crosbie received a sum of £200 for his assistance in procuring the post of chief constable of police for John James Healy of Tralee, County Kerry, or an acquaintance of his. Recites text of letter from John Bateman, of Clack Park, to Barrington, acknowledging Crosbie’s nomination of his brother for post of distributor of stamps.
