SCOPE & CONTENT:

Petition of the superintending committee of the Bantry Poor School, County Cork, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting advance of funds to aid purchase of books and requisites for use of their teaching establishment. Conveys they have a school house for use of the Roman Catholic children of the neighbourhood, which was established primarily upon funds given by bequest from Reverend Daniel A Croly [Crolly], late parish priest of Bantry. Salaries of the school master and mistress are ‘paid from the half penny collection at the Chapel door’ in addition to some local subscriptions. Protests they cannot accept assistance from Protestant societies advocating use of scriptures ‘without note or comment’ since such is contrary to dogma and perceived to be part of a ‘proselytizing scheme’. Petition signed by Reverend Thomas Barry, parish priest and 5 other persons. With draft reply annotated on base indicating the Lord Lieutenant has no funds for the purpose envisaged. SCOPE & CONTENT:

Petition of Jocelyn Thomas, late of Everton, Queen’s County [County Laois], to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting reduction of interest on loan of £1,000 from the commissioners for the consolidated fund from 5% to 3%, and a parallel reduction in repayments owed to the sinking fund. Indicates the money was granted in 1817 for construction of a fishery on lands previously embanked at the harbour of County Wexford. Also remarks that application for a further loan of £6,000 to repairs storm damage to the embankment in December 1821 was refused on account of the ‘hasty and imperfect report of a careless Engineer, George Halpin’.

Letter from Jeremiah McCormick, Nenagh, County Tipperary, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting appointment to a situation in the police establishment. Recalls having made application to a leading member of the police but was informed that responsibility for such vacancies lay with the Lord Lieutenant. Also letter from McCormick to William H Gregory, Under Secretary of Ireland, Dublin Castle, complaining of not having had a reply to several communications with Dublin Castle for employment in police; mentions in particular a number of character references which he enclosed and a letter to Major Walberton [George Warburton], inspecting general of police in province of Connaught.

SCOPE & CONTENT:

Petition of James Westerman, farmer [a police constable for 23 years in barony of Shillelogher], Danesfort, County Kilkenny, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting an investigation into conduct of Joseph R Cruess, police lieutenant, following alleged mistreatment and assault at the fair at Bennet’s Bridge [Bennettsbridge]. Recalls the incident began as he left the fair when he encountered a neighbour, Philip Keeffe [Keefe], in a disagreement with a revenue officer over taking of an oath; within a short while Cruess in company with a number of police constables, had him arrested and handcuffed during which he was struck from behind, by a man he believes was Cruess. Later his protest over being handcuffed to another prisoner ‘covered with blood’ led to a repeated assault and subsequent misbehaviour by Cruess. Appends to base affidavit from Westerman confirming statement, sworn before Henry Wemys, magistrate. Also encloses affidavit giving account of incident from Philip Keeffe, Croom [Croan], sworn before Wemys.

Recounts that he earlier undertook a period of study at Maynooth College [Roman Catholic College of St Patrick], County Kildare, with intention of becoming a priest, but ‘an occurrence took place which disqualified me from entering into orders in my Church (viz. marriage)’. Continues he finds teaching has not brought sufficient income to support his wife and 4 children ‘without being a heavy burden on my friends’. Appends to base of letter certificate from Father Mullin, parish priest of Glendermott, and attestation from Peter MacLaughlin, Roman Catholic bishop of Derry.

File of material relating to application by William Connell of Cork for assisted passage overseas following prosecution of violent offenders. Includes memorial from William Connell, chandler, Cork, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, describing several services to the crown and seeking recompense through a post in the police establishment or assistance with emigration to British America. Alludes to aid given by him in preservation of life of Robert Twiss, magistrate of Castleisland, County Kerry, and claims to have taken a central part in ‘saving the Church [of Ireland] at Abbeyfeale [County Limerick] from being burned’ by communicating information on 20 suspects to captain White of Cork, 24 May 1824. Also includes letter from Robert King Cummins, merchant, Wellington Place, Cork, County Cork, to Henry Goulburn, Chief Secretary of Ireland, Irish Office, Westminster, London, advancing claim of Connell to government assistance in procuring a holding in Van Diemen’s Land, Australia, following his participation as crown witness. Indicates Connell’s claim to aid is bolstered by his part in the prosecution of those involved in the abduction of Honora Gould at the assizes of Limerick in 1822, and through participation at the trial of Walter Fitzmaurice, 28 October 1824. Also includes letter from Thomas Philips Vokes, police magistrate, Limerick, to Henry Goulburn, expressing opinion that though Connell has been paid £50 his relocation expenses should be met by government ‘as he is very troublesome to the public and as I think his life is not safe in this Country', 29 September 1824. Also includes letter from Cummins to Goulburn, acknowledging reply and affirmation of grant of land to Connell by Sir Thomas Brisbane, governor of New South Wales, Australia. Notes Connell’s appreciation and intention to sail on board the convict ship ‘Hooghley’, subject to orders from Dr Edward Trevor, [supervisor of convict transportation, Cove (Cobh), County Cork], 13 December 1824.
