Letter from Major George Warburton, Kilrush, County Clare, chief police magistrate for County Clare, to Charles Grant, Chief Secretary, Dublin Castle, reporting on a meeting of the disaffected near Kilrush; notes the attendance of an emissary from County Limerick, offering a supply of firearms from Limerick. Also appearance of several threatening notices from 'Captain Rock', warning people not to pay tithes. Also describes his arrangements for the system of armed boats on the River Shannon, which he hopes will succeed in preventing any arms being brought to County Clare from Limerick. Reports his appointment of Lieutenant Bindon of Royal Navy, to command the boats, 12 November 1821. Encloses 'Schedule of a temporary arrangement of Armed Boats to prevent intercourse by the River Shannon between the Counties of Clare, Kerry and Limerick, covering a distance of Sixty Miles', which commenced 29 October 1821. Details expenses incurred in the scheme, including salaries and hire of boats.
