2 letters from Alderman Frederick Darley, John C Graves and Major Henry Charles Sirr, chief police magistrates, head police office, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, enclosing petitions from several peace officers and constables of the Dublin police establishment [none present], requesting superannuation, following accidents and illnesses sustained in the course of their police duties. The magistrates state their recommendations for the pension entitlements for each individual; 28 December 1821; 12 January 1822. Also note containing calculations of the pension rate for each of the police salary bands, for the posts of chief constable, peace officer, patrol constable, watch constable, and watchman. SCOPE & CONTENT:

Letter from William H Bourne, 46 Dawson Street, Dublin, operator of the Dublin-Limerick mail coach service, to Henry Goulburn, Chief Secretary, Dublin Castle, concerning the responsibility of grand juries for the improvement of unfenced ditches along road sides, and in particular, relating to the Dublin-Limerick mail coach road. Complains that although grand juries are empowered to present sums to carry out the necessary work, 'they are not bound to do so', referring in particular to the failure of the County Kildare grand jury to act; refers to instances of mail coaches sliding off the road at dark, and in frosty weather. Urges government to amend the grand jury laws on the subject.

Some returns state only the total number of individuals convicted at each assize, but most also contain a list of the individuals' names; some returns also refer to the sentences received. Numbers convicted at the assizes also vary, with some jailors reporting that no persons were tried for illicit distillation, whilst others contain lists of several dozen convictions. TITLE:

Observations of Thomas Ellis MP, on case for reductions in paving tax, Dublin city

SCOPE & CONTENT:

Letter from Major Alexander Taylor, Alderman Mark Bloxham, and Sir Charles Coote, Paving Corporation House, Dublin, commissioners for paving, cleansing and lighting the streets of Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, in response to a letter from the Lord Lieutenant, concerning the accumulation of funds from taxation held by the Paving Board, as reported by the parliamentary select committee investigating taxation in Dublin city; in particular, to the Lord Lieutenant's suggestion that ' "a very considerable reduction in the rate of Taxation might be effected…" '. The commissioners detail their observations on the committee's report, referring to marked passages in a copy of the report accompanying their letter [not present]. Details why a reduction in the paving tax would not be appropriate, and refers to reductions already made in the running of the Paving Board, 29 October 1822. Also letter from Thomas Ellis, MP for Dublin city, to Goulburn, [November 1822], enclosing statement of Ellis' observations on the above response. Ellis states that 'I have read the observations of the Commissioners of Paving on the proposed reduction of the Paving Tax, and must confess I cannot in that Statement discover one solid Objection to carrying the recommendation of the Committee on the local Taxation of Dublin into the fullest effect….'. Ellis objects to the commissioners' line of reasoning, emphasising that the key issue is '…not what is the greatest extent to which the splendour of the City & the comforts of its Inhabitants may be carried, but what is the least possible expenditure that may be consistent with the supply of their wants, and the security of their Health; there may be many improvements suggested which every man would wish to see realized, but if they suit not the exhausted Finances of a declining & impoverished City, they must be abandoned. Dublin is not now what it was, & if her municipal Establishments are on too extensive a Scale for her impoverished resources they must be diminished accordingly….', 30 November 1822.

TITLE:

Report on public works schemes in west of Ireland by Alexander Nimmo

SCOPE & CONTENT:

Report on the public works for the employment of the poor in the western district of Ireland, by Alexander Nimmo, civil engineer. Contains introductory letter from Nimmo to Henry Goulburn, Chief Secretary, Dublin Castle, 16 October 1822, stating that his report details the 'Works carried on under my superintendence for the Employment of the Poor in the Western district - also a list of all the applications on that subject which have been transmitted to me by the Government'. Report contains a lengthy description of the 'Plains of Connaught', principally the centre of the province consisting of 'one large plain of Limestone which extends from the river Shannon to the Bay of Galway', and describing its topography and its sea ports, canals, and roads. Also a report on the proposed road improvements which Nimmo recommends to government in that district, including the Ballina and Longford mail coach road, Galway mail coach road, Westport mail coach road, with an explanation of the importance and advantages of each. The second part of the report concerns the 'Mountains of Connaught', discussing in detail the area's mountains and lakes, and its road networks, including the Ennis road, Achil road, the north mayo coast road, the Killery [Killary] roads, and the Connemara roads. Nimmo reports on the progress of road construction and improvements under his supervision in the area, including the Cleggan road, Ballinakill road, and south coast road. Also note added in Nimmo's hand, reporting on completed construction of a sea wall at Lenane [Leenane, County Galway], to form the main landing place for the fishery in Killary bay.
