Printed list of grants made by order of Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, at the recommendation of the commissioners appointed to receive applications for relief of the poor, from May 1822- 20 August 1822. List arranged by county, stating the name of person to whom each individual grant was sent; the particular area or purpose for which that relief was granted, for example, 'For the relief of the Sick and Fever Poor of Buttevant and vicinity', County Cork; the date of grant; and the amount of each grant. The list also contains hand written annotations in red ink, of the total sums granted to each county.

Handwritten list of applications received from the province of Connaught, requesting funds for public works schemes for the employment of the poor, October 1822. Applications arranged by county: Galway, Mayo, Sligo, Roscommon, and Leitrim. Contains name of each applicant; place; the nature of the proposed work, for example, construction of a market house, quay, or road, the deepening of a river, or completion of a bridge; and the estimate of its cost. Also column entitled 'Report', stating whether each application is 'favourable', 'favourable but expensive', 'unfavourable', 'partly appr[ove]d', decision 'deferred', 'further examination required'; also column entitled 'If Granted', stating whether the application was granted, partially granted, or deferred; and a column on 'progress', stating the state of progress of the application and work, for example, 'in progress' or 'under examination'.

SCOPE & CONTENT:

File of papers relating to plans of Irish government to introduce legislation to allow money to be used for public works schemes for the immediate relief of the poor. Includes letter from Henry Goulburn, London, Chief Secretary of Ireland, to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, 15 May 1822, concerning plans afoot to introduce the bill in parliament, and enclosing the heads of the proposed bill, outlining its main points. Urges immediate action on the subject, to ascertain the public works in counties Clare, Kerry, Limerick and Galway, for which presentments were made by the grand juries at the recent spring assizes. Goulburn also suggests the construction of proposed roads which have already been surveyed and estimated by the Irish Post Office, under the mail coach road legislation, including a road from Ennis to Kilrush, County Clare. File also includes a return of roads in the south and west of Ireland which have been surveyed by orders of the Post Master General of Ireland, but which have not yet been made. Return contains list of each proposed line of road in counties Limerick, Clare, Galway, Mayo and Waterford, its location and its length in miles; also observations on the roads; return signed by Thomas Orde Lees, chief clerk and acting secretary, in General Post Office, Dublin, 21 May 1822. Also includes statement of observations on the Post Office surveys between the post towns of Ennis and Kilrush, compiled by Sir Charles Coote, Baggot Street, Dublin, a commissioner of paving, and an engineer, 26 May 1822. Also includes letter from John Killaly, civil engineer, to William Gregory, Under Secretary, Dublin Castle, concerning the act for employment of the poor, and the legal rights of the proprietors of land on the route of the proposed line of road, 31 May 1822.

SCOPE & CONTENT:

File of papers relating to supply of provisions and plans for the relief of the distressed poor, 1822. Contains letters from land owners, magistrates, police magistrates, and clergymen across counties Cork, Clare, Galway, Kilkenny, Limerick, Wicklow, and Roscommon, reporting, as requested by Dublin Castle, on the state of provisions in various districts of the south and west and on local efforts to alleviate distress. The letters also comment on the state of neighbourhoods, the availability and price of food - chiefly potatoes, oatmeal, corn, and milk - and in many instances emphasise the scarcity of both food and employment, the extent of distress and starvation, and the 'frightful' prospects of the poor in their neighbourhoods. SCOPE & CONTENT:

Abstracts of estimates of expenditure for applications for funds for public works schemes for the employment of the poor in southern district. Each abstract contains proposals for schemes to construct roads, bridges, piers and canals, in Cork city, County Cork, County Kerry, and County Limerick. Each abstract provides a brief description of each scheme, and the estimated total cost of the work; in some cases, where local individuals are also contributing money, this is noted, along with the remaining amount to be met by government. For example, 'Proposed Quay at Clonakilty- one half the expense to be paid by the Rev[eren]d Rob[er]t Moritt'; 'Bridge over the River Lee at Carrigrohane Castle - one half of the expense of which is proposed to be subscribed by the neighbouring Gentlemen - £1,200 entire cost'. Also an overall general abstract, summarising the total estimated costs for the southern district.

SCOPE & CONTENT:

File of papers relating to shortage of flaxseed cultivation owing to distress of peasantry in County Limerick. Includes copy of letter from Peter Besnard, Limerick, County Limerick, inspector general of linen for Leinster, Munster and Connaught, to James Corry, secretary to the trustees of the linen and hempen manufactures [Linen Board], reporting a low demand for flaxseed for sowing, 'in consequence of the extreme Poverty of the Peasantry, and small Farmers, many of whom are unable to purchase Provisions, and therefore cannot procure the usual supply of Flaxseed'. Warns of need for intervention to distribute flaxseed amongst the distressed peasantry, in order to protect the area's linen manufacture, 13 May 1822. Also copy of letter from John Kelly and William White, Limerick, suppliers of flaxseed, to Corry, also reporting on the inability of the distressed peasantry to afford to purchase flax seed, and the implications for the linen trade. Offers to sell their remaining stocks to the Linen Board or government, 12 May 1822. Also printed 'General report on flaxseed imported and sown in the year 1821, with the quantity remaining on hands', and containing extracts from the returns of the Linen Board's county inspectors across Ireland, 1821. Also letter from James Corry, Linen Board, to William Gregory, Under Secretary, Dublin Castle, 18 May 1822, referring to papers he sent in his letter to Gregory of the previous day [possibly some or all of the above items], and clarifying an error in his letter concerning the price of flaxseed. Corry also encloses copy of a letter received from the corporation of weavers in Limerick [not present].
