Damp press copy of letter of reply from Henry Goulburn, Chief Secretary, Dublin Castle, to Nicholas Vansittart, Chancellor of the Exchequer, London, 18 January 1822, forwarding a letter from Messrs Ronayne, glass manufacturers of Cork city, requesting an extension to their repayment time on their loan of money from the Exchequer Bill loan commissioners. Goulburn proposes introducing a bill before parliament for the purpose of extending the powers of the commissioners on repayment periods, 'in cases where they may think fit'. |

Letter from Sir William C Smith, Rathfarnham, Dublin, third baron of Irish Court of Exchequer, to William Conyngham Plunket, Attorney General of Ireland, concerning the bill before parliament, for regulating payments made to the clerks of the crown and other public offices. Encloses copy extracts of a letter from John Hurly, clerk of the crown for County Kerry, to Smith, expressing his concern at the proposed bill, particularly its implications for a reduced salary, no better than 'a dismissal from the situation'. Smith states his agreement with Hurly's concerns, noting that the proposed salary is 'utterly inadequate' [Letter presumably forwarded by Plunket to the Chief Secretary's Office, Dublin Castle]. |

Also letter from Major Thomas D'Arcy, Dalystown, chief police magistrate for County Galway, to William Gregory, Under Secretary, Dublin Castle, responding, as requested, with his inquiry into Neaven's claims. States that he is 'an Idle, disorderly person having no place of residence, and a common disturber in any Town he stops', 30 July 1822. Encloses letter from Reverend Orr, to D'Arcy, stating that Neaven, 'was turned out of Tuam on account of his indecent appearance, paying no attention to Cleanliness & forcing himself into houses against the Consent of the Inhabitants', 25 July 1822. SCOPE & CONTENT: |
File of papers relating to case of Charles Bastable, County Cork attorney, and his request for a pardon under the great seal, for a conviction against him in 1817. Includes petition of Bastable, of Bettyville, County Cork, to the Lords Chief Justices, detailing the circumstances of a conviction against him, and others, in Cork in 1817, for intent to defraud, on a charge of antedating a promissory note in a bankruptcy case, and his subsequent removal from his professional court work. Bastable details a subsequent investigation which took place, leading to the reinstatement of his right to work as an attorney in the various law courts. Emphasises however the difficulties which he faces because of a point of law which renders him unable to act as witness or make affidavits for his clients, because he holds a previous conviction; therefore requests to be granted a pardon [1821]. Also includes copy of indictment against Bastable [copy prepared at the request of Dublin Castle, by James Chatterton, clerk of the crown for County Cork, 1821]. Also note in hand of Henry Goulburn, Chief Secretary, Dublin Castle, enclosing a copy of a pardon for Bastable, for the signature of Richard Wellesley, 1at marquis Wellesley, Lord Lieutenant, stating that Earl Talbot, former Lord Lieutenant, had decided to grant it; note indicates that Wellesley first referred the matter to Henry Joy, Solicitor General of Ireland, to obtain his opinion on the granting of the pardon [1822]. Amongst the papers on the case, is a similar petition from Daniel Callaghan, Cork merchant, originally convicted along with Bastable, also requesting a pardon under the great seal [1821], with the legal opinion of William Saurin, Attorney General of Ireland, on his case, 16 June 1821. |
