Letter from George Harrison, Treasury Chambers, London, assistant secretary to the Lords Commissioners of the Treasury, to Henry Goulburn, Chief Secretary, Dublin Castle, 24 September 1822, enclosing printed copy of act of parliament 'to provide for the more effectual Regulation of certain Offices relating to the Receipt of His Majesty's Exchequer in Ireland', 5 July 1822; also encloses copy of Treasury minute dated 19 July 1822, concerning the act, and detailing plans for the regulation and re-arrangement of the offices of auditor general, teller of the exchequer, and clerk of the pells. In particular, plans to abolish the offices of auditor general and clerk of the pells, from October 1822, transferring their duties to the office of vice treasurer, under the headings of receipt, expenditure, account, and correspondence; also refers to changes to the office of teller. Also encloses copy of Treasury minute dated 20 September 1822, referring to a letter from the vice treasurer, concerning the arrangements for carrying the changes into effect, and the details of new salaries for officers and clerks under the new legislation. Also authorizing the appointment of Arthur Hume, deputy teller, to the vacant post of teller.

SCOPE & CONTENT:

File of papers concerning salaries and superannuation contributions of officers and clerks in the civil department of the Chief Secretary's Office, Dublin Castle. Includes copy of circular letter issued from Treasury Chambers, and signed by George Harrison, sent to the Chief Secretary's Office, Dublin Castle, 28 September 1822, enclosing forms to be completed by the CSO, according to the provisions of the Public Salaries Act, 3 Geo IV c.113, 1822. File includes draft versions of the forms, and completed printed version, containing an account of the aggregate amount of all salaries, allowances, fees, or other emoluments payable in the CSO for the quarter ending 10 October 1822, and various accounts of sums deducted or contributed towards the new superannuation fund, and of superannuation allowances payable in the same period. Also includes list of posts in the civil department of the CSO, with the name of each post holder and their annual salary. Also includes a return detailing the amount of bills and average expense and profit of the King's Messengers upon the Irish establishment for the years 1820, 1821, and 1822, and stating the name of each messenger.

Letter from Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, to Robert Peel, Secretary of State for the Home Department, London, concerning the case of John Donelly, and his petition requesting a free pardon. Refers to the details of the case, and Donelly's conviction at spring assizes 1820 at Londonderry, along with 2 other men, Shane Bradley and Patrick Leading, on a capital charge of cutting off a man's ears, upon suspicion that he was an informer on the subject of illicit distillation, 12 October 1822. Encloses copy of letter from Arthur Moore, Henrietta Street, Dublin, judge, to Henry Goulburn, Chief Secretary, Dublin Castle, reporting, as requested, his opinion on the petition, and recommending that Bradley and Leading should be recalled from transportation, and the 3 men pardoned together, 13 September 1822.
