Letter from George Thomas John Nugent, 1st marquis of Westmeath, Clonteen, Drumsna, County Leitrim, to Henry Goulburn, Chief Secretary, Dublin Castle, concerning his proposal to the 2 local magistrates, for the holding of weekly petty sessions at Castletown-Delvin, County Westmeath. Reports that one was willing to attend, the other, 'expressed the greatest unwillingness'. Westmeath requests government assistance in establishing the new arrangement, emphasising the 'blunders and mistakes occasioned by the conflicting acts of magistrates' holding individual hearings at their own residences, 26 November 1823; with subsequent pencil annotation by Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle. Letter from Henry Yeo, 49 Dawson Street, Dublin, secretary to the former commissioners of Howth harbour, County Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, acknowledging Goulburn's letter requesting documents relating to the expenditure at the harbour works for the year ending 5 January 1824, and an estimate of expenditure for coming year. Yeo reports that under new legislation, 'all powers relating to Howth Harbour, and the Road from thence to Dublin have been taken from the former Commissioners', and transferred to new personnel. States that he has forwarded Goulburn's request to Alexander Milne, Whitehall, London, their new secretary. Also refers to the work of Thomas Telford, engineer, in preparing the usual parliamentary estimates for the work at Howth. |

Letter from Richard Walker, 5 Boyne Street, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, 16 December 1823, enclosing several papers [none present - subsequent annotation indicates that these were later returned to Walker as requested], concerning his complaint at his treatment by the preventive water guard, and emphasising the 'Galling and oppressive' nature of his case. With subsequent annotation by Goulburn. Also letter from Sir James Dombrain, Preventive Water Guard Office, Dublin, commander of the preventive water guard, to Goulburn, responding, as requested, on Walker's case. He states that Walker was nominated by the Treasury for appointment as a chief officer at one of the water guard stations in Ireland, but that on reporting to Dombrain for duty, 'it was immediately obvious that he was wholly unfit for the Situation being considerably over age and labouring under extreme deafness'. Dombrain defends his conduct, noting that as Walker 'was in great distress', he found temporary employment for him as an extra clerk in his office, and arranged financial assistance for him to return to England with his family, 18 December 1823; with subsequent annotation by Goulburn. Also further letter from Walker, to 'P Gregory' [presumably an error and intended for William Gregory, Under Secretary], Dublin Castle, seeking the return of his papers, 6 March 1823. |

Encloses, in support of his claim, a document entitled ' "a Manor Court Decree" taken by Richard Connell against Edward Butler, both of Kealfada, County Cork, demonstrating that the legal costs far outstrip the amount of the original debt; decree originally signed by John Sweetnam, seneschal [of Aghadown and Schull Manors], 4 October 1823. |
