Letter from Sir James Dombrain, comptroller general, Preventive Water Guard, Sackville [O'Connell] Street, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, reporting on an complaint over an incident of damage to nets and theft of fish allegedly perpetrated by officers of the water guard department stationed at Kilkee in County Clare; he conveys detail of an enquiry by magistrate Mr Studdart [Studdert] who discovered the episode was the result of an accident and declares ‘I gave directions for the nets to be repaired at the expense of this Department’. Returns memorial from John McInerny, William Walsh, John Walsh and Thomas Walsh, fishermen, Kilrush, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, complaining of the conduct of Lieutenant Phibbs, chief officer of preventive water guard and 6 associates, all of whom, it is alleged, tore and robbed their nets of fish; also accuses Phibbs of being unfit to hold his situation, inclined to alcohol consumption and ‘his principle study is frequenting public Balls’.

Recollects a period of 28 years of service to government, part of which was spent in the office of Adjutant General, and mentions his ‘apprehension and Conviction of Several Gangs of the most desperate Characters’ while in his present role; emphasises the suitability of his son for the position applied for and asserts he would ‘render most incalculable Service to his Majesty’s Revenue in a County where Illicit Trade is carried on to a great extent’.
