Also copy letter from CSO to Thomas P Luscombe, commissioners for relief of the poor, Dublin Castle, requesting advance of £3,000 for use of Woodward until such times as money can be raised for erection of jails in County Cork by local presentments. Also incomplete letter from CSO to Woodward indicating that upon presentation of receipt [on strength of local assizes presentments] to Luscombe, a payment of £3,000 may be claimed ‘to commence the necessary operations’. Also letter from Joseph Hamilton, registrar, High Court of Delegates, 5 Upper Sackville [O'Connell] Street, to Goulburn, emphasising the accommodation needs of the court and enclosing a copy letter to Charles Grant, Chief Secretary, Dublin Castle, outlining the case for the protection and security of the records now held. Claims to be a grand niece of General Sir Guy Carleton and General Thomas Carleton, a niece of Colonel Christopher Carleton and sister to Captain Christopher Carleton Starling ‘late of His Majesty’s Ship Serapis’. Petition of the traders of Moate, County Westmeath, complaining over imposition of the law on weights and measures

SCOPE & CONTENT:

Letter from Michael Balfe, Moate, County Westmeath, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting assistance over the imposition of fines for use of unsealed weights and seeking recovery of penalties on same. Encloses petition of the grocers, bankers and dealers of Moate, to Wellesley, requesting legal redress over fines levied for failure to keep accurate weights and measures in accordance with legal business practices; they assert the law in question is of ancient origin, that several traders are unable to pay fines, and asks for the intervention of the crown law officer against John Charles Lyons, seneschal of Mullingar, who instigated proceedings, signed by James Smith and 18 other persons. Also encloses printed summons demanding appearance of Balfe, Samuel Lawson, Thomas Gurd and Daniel Naile, in court of Mullingar, on 6 January 1824. Also letter from James Lyne, assistant barrister for County Westmeath, 2 Lower Mount Street, Dublin, to William H Gregory, Under Secretary of Ireland, Dublin Castle, reporting on the matter and claiming proceedings taken against traders in Westmeath were in order; suggests that a small number of individual cases might receive leniency but observes ‘that several of the dealers who were convicted, used two sets of Weights, a heavy set to purchase with, & a light set to sell with’. Letter from Colonel Robert Ward, governor of County Down, concerning allegations of impropriety against Blackwood, deputy post master of Bangor in County Down

SCOPE & CONTENT:

Letter from Colonel Robert Ward, governor of County Down, Bangor, County Down, to William H Gregory, Under Secretary of Ireland, Dublin Castle, offering an explanation of arrangements for the operation of the post office at Bangor as agreed with John Lees in 1800; he observes the deputy post master, James Blackwood, ‘acted stupidly by interfering with the arrangements of his Superiors’ but expresses hope ‘that his case may be taken into favourable consideration’. Also letter from Sir Edward Smith Lees, secretary, General Post Office, Dublin, to Gregory, conveying that an order for dismissal will be rescinded provided Ward can ensure reimbursement of funds ‘received improperly by the Post Master’ at Bangor. Returns letter from Ward to Gregory, with explanation that his main wish is to ‘delay immediate removal from office’ of the deputy post master and to demonstrate ‘that negligence did not rest with him’. Also letter from Lees to Gregory, reporting a suspension of legal proceedings cannot be recommended in Blackwood’s case. Returns letter from Ward to Gregory, pleading for suspension of proceedings against Blackwood to allow presentation of his case before the Lords of Treasury in London. Also copy letter from Lees to [?Blackwood] reporting that a charge is payable for fees ‘improperly allowed’ and reciting details of remuneration fees to the post office of Bangor. Also abstract of accounts showing detail of monetary transactions between the GPO and Bangor Post Office, covering period 1801 to 1824.

Letter from Reverend J Conolly [Connolly], Ballingarry, Borrisokane, County Tipperary, to William H Gregory, Under Secretary of Ireland, Dublin Castle, offering recommendation and enclosing memorial of John Haskett, sub constable, barony of Lower Ormond, County Tipperary, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting compensation in recompense of service to police. Claims to have laboured in the force for a period of 14 years but in May 1816 ‘received some very serious wounds in his left side & thigh’, from duties connected with an incident at Borrisokane bridewell. Also encloses certificate from the magistrates of County Tipperary in favour of application by Haskett, signed by 6 individuals. Also encloses certificate from a medical doctor at Borrisokane confirming attendance on Haskett, who suffered from ‘a penetrating abdominal wound inflicted by a Bayonet’.
