Stresses his need for employment, and at 32 years old, his health and fitness ‘for any service’. Recollects his discharge from army service in France during 1816, having accumulated almost 12 years in military employment. Remarks he fought in the Peninsula, French and Waterloo campaigns, under the Duke of Wellington [Arthur Wellesley] and under General Edward Packinham [Pakenham] in America.

Claims to have served in the local yeomanry corps for a period of 23 years and complains of permanent lameness since an injury arising from an encounter with the rebels in the town of Antrim in the 1798 Rebellion. Also mentions a later fall that further impaired his mobility and led to use of crutches.

Stresses physical needs of Ballard and refers to previous recommendation in his favour from Thomas Pakenham, 2nd Earl of Longford, and his brother General Edward Packinham. Observes that Ballard has past experience in service of the crown as a seaman, and remarks remuneration for his recent appointment to one of the poor schools is so poor that he was ‘obliged to part with his bed’ in order to support his family.

Letter from John Sinnett, Tullamore, King's County, requesting a loan of £500 to develop his silk manufacturing concern

SCOPE & CONTENT:

Letter from John Sinnett, Tullamore, King's County [County Offaly], to Henry Goulburn, Chief Secretary of Ireland, requesting a loan of £500 in order to expand and develop his silk manufacturing concern. Indicates a recent adjustment to the regulations has caused a considerable increase in the English silk production trade but he is unable to supply orders placed with him for ‘twist silk’ from England. Recalls in 1718 he left the city of Dublin where he was ‘extensively engaged’ as a silk manufacturer and came to Tullamore where he immediately established a plant in the same line; his concern then employed almost 100 female children. Points out in 1822 and 1823 he had near 300 persons of both sexes employed in the silk and cotton trades in the locality. Claims if his application is successful it ‘will induce others, to look to that Mine of Wealth the labour of female children’.

SCOPE & CONTENT:

Draft copy letter from the Chief Secretary’s Office, Dublin Castle, to George Harrison, assistant secretary of the Treasury, Treasury Chambers, London, offering observations on debt management by the Corn Exchange Buildings Company of Dublin. Points out that due to trade regularisation between Great Britain and Ireland importation duties have diminished and consequently so has the capacity of the company to meet its debt and interest repayments. Requests opinion of the lords commissioners of His Majesty’s treasury on viability of paying off the whole sum of loan arrears; and also on the issue of maintenance of the Royal Exchange in Dublin who are likewise dependant on income from importation duties, 8 January 1825. Encloses letter from Leland Crosthwaite, Arthur Guinness and John Todhunter, directors of the Corn Exchange Buildings Company, Dublin, to Henry Goulburn, Chief Secretary of Ireland, drawing attention to the financial standing of the company and to the problem of meeting debt arrears following fiscal regularisation. Refers to the loan history of the company and seeks introduction of measures to address the shortfall, 31 December 1824. Encloses copy of ‘Corn Exchange Duties Fund Account’ indicating sums ‘received at the Treasury’ and levels of interest paid, 1815-1824; also covers interest due of 1 January 1825 and issue of debenture settlement.
