Remarks he is possessed of ‘neither trade or profession’ and stresses he is the principle means of income to support his extended family. Observes he has made fruitless appeals for charity in his own neighbourhood and now ‘fears he must go like a wandering vagrant through the Country’ to earn an income.

SCOPE & CONTENT:

Case on behalf of the crown on the subject of whether armed force may be used by the police of County Leitrim in night time encounters with armed criminal parties. Encloses a letter from Henry Goulburn, Chief Secretary of Ireland, a letter from Major Thomas Powell, inspector general of the Leinster constabulary, and a guide to police regulations on the subject [none present]. Response added to base by the Attorney General [William Conyngham Plunket] and Solicitor General [Henry Joy], confirming if arrest is resisted by violence, the use of armed force by the police is permitted by law. Also query on behalf of the crown on same subject, making reference to a letter from William Lamb, MP for Hertfordshire [Chief Secretary of Ireland, 1827-1828] transmitting another from Major George Warburton, chief police magistrate of Connaught [neither present], requesting direction over proper line of conduct for County Leitrim police patrols in dealing with armed peasantry at night, with comment on same by Joy and John Doherty [Solicitor General, 1827-1830].

SCOPE & CONTENT:

Petition of James Brackly, linen weaver, Island of Valentia, County Kerry, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, complaining of an assault upon him in the court house of Tralee and seeking an investigation. Indicates while he was in attendance at the murder trial of a man killed on the island, he received a serious blow from the weapon of police constable Hoffman of Dingle, ‘a man of ill fame and Bad character’, who, he claims, was paid by the prosecutor to carry out the attack. Claims as a result of his injuries he is ‘not able to work on his Loom to support his poor family’ consisting of a wife and 6 children. Also laments he has been excluded from the county hospital ‘with an incurable canser [sic]’.

Letter from Robert Robinson, assistant secretary, Board of Works, Dublin, to Lieutenant Colonel Meyrick Shawe, private secretary to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, reporting on application to have 2 desk ranges and seating for the choir installed in the chapel at Dublin Castle, and requesting prior sanction before commencement of work, 27 January 1825. Encloses copy letter from Francis Johnston, architect, Architect's Office, Dublin Castle, to Robinson, remarking he cannot comment on the ‘utility’ of the proposed work insofar as it relates to the musical arrangement for the choir but is decidedly of opinion that ‘it will not be an improvement’. Remarks the work is expected to cost £50 and notes some dissension over its inclusion in the yearly accounts of the Chief Secretary’s Office, 26 January 1825. Returns requisition note for the chapel furnishings, signed by the Bishop of Raphoe [William Biffett], dean of the Castle Chapel and 1st chaplain; with note below from Shawe asking the commissioners of the Board of Works to supply same, c24 January 1825.

SCOPE & CONTENT:

Letter from Alderman Frederick Darley, John Graves and Peter Low, chief magistrates, head office of police, Dublin, to Henry Goulburn, Chief Secretary of Ireland, recommending a lease be entered into for premises located on number 8 Henry Street, Dublin, with intention of opening a public office there for the third division of police. States an agreement has been reached with Mr N Preston, the lease holder, to take the property at a rental cost of £130 per year and to have repairs carried out in accordance with proposals by the architect by mid March 1825. Encloses copy letter from Frederick Pemberton, Rotunda division of police, Mountrath Street, Dublin, to the magistrates at the head office of police, expressing satisfaction with dimensions of premises offered by Preston and suggesting an inspection by the architect. Comments on the extensive accommodation needs of the third division of police, and notes since rearrangement of the force in the city, they have charged some 2,283 persons.

SCOPE & CONTENT:

Letter from Captain Daniel Corneille, James Saurin and Henry R Paine, directors general of inland navigation, Royal Canal Board of Control, Inland Navigation Office, 11 Merrion street, Dublin, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, expressing opinion that particular disallowances on the accounts of the Royal Canal Company cannot be defrayed out of the reserve fund held by the Vice Treasurer. Observes that the two sums in question of £268 2s 6d and £503 8s 7d constitute ‘preliminary’ expenditure by the Royal Canal Company made in anticipation of bringing to a conclusion their negotiations with the commissioners for the issue of money out of the Consolidated Fund for money to extend the Royal Canal to the town of Longford, County Longford. Proposes that the outstanding charges be carried forward in hope that the can be transferred from their general account ‘whenever especial funds shall be provided’.

Verification added to base reads ‘We certify that the figures affixed against each article of Paper in this list, were the London Wholesale Price from one Wholesale Stationer to another during the quarter ended 1st January 1825’, signed on base by Jones, Wiggins & Company [paper stationers, England] and Christopher Magnay & Sons [stationers].

SCOPE & CONTENT:

Letter from Lieutenant Colonel William Blacker, Irish Treasury offices, Dublin, deputy Vice Treasurer, to Henry Goulburn, Chief Secretary, Dublin Castle, expressing concern for condition and safety of records from the Vice Treasurer’s office presently deposited in the dome of the Four Courts building in Smithfield, Dublin. Advises the papers should be removed to an apartment in the new King’s Inns, on Henrietta Street, which has been designated for use, and not retained in the dome which would be a greater public expense, 13 [January] 1825. Also letter from Henry Harding, Clerk of records, Auditor General’s Office, Dublin, to Blacker, referring to past communications on the subject of the treasury records and stating that as the secretary to the commissioners of records has raised the matter of the proposed new storage location with the government, an application should be made to the Chief Secretary requesting the expense ‘be included in the Estimates for the year’, 18 January 1825. Also letter from Blacker to William H Gregory, Under Secretary of Ireland, Dublin Castle, stating urgency of carrying our necessary works to the new storage apartments at the King’s Inns for the reception of the treasury records, March 1826. Encloses letter from William Shaw Mason, secretary, Records Commission, Record Tower, 6 Castle Yard, Dublin, stressing the records and documents held in the dome ‘suffer material injury’ and requesting completion of the new storage accommodation, which he believes will cost less than £400, 10 March 1826.
