Petition of James Donovan, preventative officer and waiter, Ballygarteen [Ballingurteen], Dunmanway, parish of Kilmeen, County Cork, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting promotion to a situation in the water guards. Observes that by acting in support of government he ‘ran the risk of his life and disrepute of his neighbours’. Claims in 1820, the year he secured his post, he made seizure of ‘fifty Bales of Contraband tobacco’ and through his exertions the smugglers were found guilty and transported for a period of 7 years; adds that during his term in office he also lodged other quantities of tobacco and tea with Richard Hungerford, the port surveyor of Clonakilty. |

Letter from William Gibson, captain, 1st royal veteran battalion, Oughterard, County Galway, to Henry Goulburn, Chief Secretary, Dublin Castle, expressing desire for a stable situation of employment ‘Civil, or Military’, either in the regular police constabulary or as a revenue officer or any other. Complains of poor remuneration in the army, of continuously ‘moving about’ and need to care for his large family. Encloses memorial to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting a post of employment under government. Recalls his career history in the army, having been made an officer in 1794, and given service with the 8th and 32nd regiments; adds his father accumulated some 44 years in the military service of the crown. |

Letter from Francis Johnston, architect and inspector of civil buildings, Architect's Office, Dublin Castle, to William H Gregory, Under Secretary of Ireland, Dublin Castle, complaining of the insistence of Major Alexander Taylor, commissioner for paving, cleaning and lighting the streets of Dublin, to finish a footpath outside a new building on Abbey Street, Dublin, for the Royal Hibernian Academy. Such an impediment, he points out, not only conflicts with the terms of his contract but will result in ‘additional expense’ to the project. Requests intervention with the paving board for permission to complete the pavement. |

SCOPE & CONTENT: |
Letter from Henry Townsend, secretary, Irish Fishery Office, Dublin, to William H Gregory, Under Secretary of Ireland, Dublin Castle, reporting on a complaint from Robert Leslie Jr of County Kerry on the conduct of one Patrick Kelly, allegedly an ‘inspector of fisheries’. Observes that the fishery department does not employ anyone by that name as a fishing inspector or in any official post. Acknowledges, however, that Kelly might be employed by another body with an interest in the protection of the fish, a fact that Leslie could discover for himself ‘with little difficulty’. Returns letter from Leslie, Tarbert House, Tarbert, County Kerry, to Gregory, requesting intervention to prevent Kelly from causing a breach of the peace. Claims last year he travelled down from Limerick together with some boatmen and police and ‘destroyed a number of fisheries along the banks of the Lower [River] Shannon’. Alleges if he repeats the raid, as he intends to do, it will lead to ‘a desperate conflict’ with proprietors along the banks of the river. |

States he was employed in the ranks of the police constabulary for a period of 30 years, serving in the barony of Talbotstown, County Wicklow. Indicates he was removed from office in 1817, but without remuneration to support his wife and 4 children. Certificates on base in his favour from James Wall and Reverend Moore Morgan, magistrates of Dunlavin. |
