Letter from Mathew Barrington, crown solicitor [Munster circuit], Dublin, to William H Gregory, Under Secretary of Ireland, Dublin Castle, reporting on an application from James Grouse of County Limerick for a free passage to Canada. Remarks the applicant played no part in the conviction of ‘Kelly and Kiely’ [in 1821] on a charge of forcefully taking arms from the house of Mr Sparling, but rather the evidence was provided by his sister, Mary Anne Grouse. Recommends, however, for reasons of his personal security, he be offered ‘a passage to Canada in the usual manner’. Returns memorial from James Grouse, Adare, County Limerick, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, seeking permission for himself and family to be taken to Canada ‘as settlers’. Claims that having a crown witness [Mary Anne Grouse] as his sister he and his family are ‘constantly exposed to danger and alarm’. |

File concerning arrangements for superannuation of constables of the police establishment, under the Peace Preservation bill, who are deemed unfit to serve. Includes letter from Thomas Philip Vokes, police magistrate, Limerick, County Limerick, to Henry Goulburn, Chief Secretary, Dublin Castle, requesting authority to dispose of a number of disabled men in his force. Observes on account of ‘a serious outrage’ at Bilboa, County Limerick, he is now obliged to reinforce the police presence at that place, 15 December 1821. Also includes return of sub constables who served in County Tipperary and were discharged on 1 June 1824 being no longer fit for active service. Information displayed in tabular format shows the names of 17 sub constables, their length of service, whether pensioners or not and the rate of pension payable, certified by Edward Wilson, chief police magistrate of County Tipperary, Thurles, 23 July 1824. Also includes letter from James Tormey, [late constable in the police establishment of Major George Warburton, superintendent general of police for counties Galway, Clare and Roscommon], Longford, County Longford, to William H Gregory, Under Secretary of Ireland, Dublin Castle, requesting measure of financial aid on account of injuries received in the line of duty. Recalls having been badly beaten by a party of ‘Brigans’ [sic] while at the fair of Mullagh, County Clare, and observes he was discharged the police on 1 January 1823, 24 February 1825. |

Letter from John O Woodhouse, [magistrate], Portadown, County Armagh, to William H Gregory, Under Secretary of Ireland, Dublin Castle, requesting a copy of an order of the Lord Lieutenant [Richard Wellesley, 1st Marquis Wellesley] and the Council of Ireland authorising the created of a separate district of Portadown in the parish of Drumcree ‘for the purposes of a chapel of ease’ of the Church of Ireland. Observes that having a copy of the order to hand will help alleviate ‘considerable misunderstanding’ on the issue. Also note from the Privy Council Office, Dublin Castle [possible with initials of John McKay, deputy clerk] stating that no order has been prepared by the Lord Lieutenant and Council to create the perpetual cure referred to at Portadown, nor has any Privy Council directive been issued to that effect. Advises that Woodhouse make application to the diocesan registrar for further information. |

File of papers relating primarily to application from Reverend Isaac Ashe, Church of Ireland clergyman, Tamlaght Glebe, Moneymore, County Londonderry, for advance of financial aid on account of past loyalty to church and state. Includes letter from Ashe to the Chief Secretary’s Office, Dublin Castle, referring to an enclosed letter [not present] addressed to [Daniel] O'Connell which he hopes might be inserted in a public newspaper. Gives his guarded support to Roman Catholic emancipation but warns of the fatal consequences to church and state if offered without conditions, 17 February 1825. Also includes letter from Ashe to the Chief Secretary’s Office, requesting to learn of the fate of his earlier memorial for assistance from government for past services rendered. States his son, who is due to be ordained, has commenced on a project to erect a new parish school house, and wishes to ascertain if a grant can be obtained, 20 September 1825. Also includes letter from Ashe to the Chief Secretary’s Office, offering an apology for the tone of a previous letter and reiterating his call for a measure of financial relief. Claims to be in difficult circumstances and alludes to the ‘apprehension of the immediate loss of my personal liberty’ and the ‘ruin’ of his ‘little family’, 15 October 1825. |

Note [probably from Henry Goulburn, Chief Secretary of Ireland] for information of office of Dublin Castle [probably intended for William H Gregory, Under Secretary of Ireland] conveying instruction for clerical duties. Orders a letter be written to the commissioners of wide streets requesting a valuation be made of dwellings on Pill Lane [Chancery Street], Dublin, for the greater security of the Four Courts; asks that an estimate of cost be submitted. Also requests a commission for Lieutenant MacDonough [late chief constable of police at Athy, County Kildare] who is promoted to County Antrim, be sent to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant for his signature. Also orders a letter be written to Richard Griffith, civil engineer overseeing public works in the south of Ireland, indicating the Lord Lieutenant’s decision to grant a sum of £5,000 to the establishment of a corn market in Cork, County Cork; with responsibility for management of the works and funds to lie with Griffith. Finally, asks that an estimate be made of the proportion to be contributed to the County Armagh Lunatic Asylum by the northern counties. |

Letter from Dr Francis Barker, secretary, General Board of Health, 22 Bagot Street, Dublin, to William H Gregory, Under Secretary of Ireland, Dublin Castle, reporting on some discrepancies in the accounts of Dr Steven’s [Steevens] Hospital, Dublin. Observes their accounts have not been correctly signed or vouched and rates noted for stationary and tin ware are ‘charged too high’. Recommends a communication be made to the governors of the hospital stressing that original bills must accompany verified accounts, and that detailed information must be provided on the expenses arising from additional fever beds. Advises to avoid misunderstanding in preparation of accounts, similar direction be transmitted to other hospitals in the city who have admitted extra fever patients. |

SCOPE & CONTENT: |
Petition of Michael Hogan and Thomas Hogan, Curraheen, Rathkeale, County Limerick, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, seeking advance of financial aid on account of assistance given to the crown. Both claim to have given evidence at the trial of the murderers of Major Going’s [Richard Going, chief police magistrate, Rathkeale, was murdered on 22 October 1821] and Michael Hogan claims he ‘Caught a Malignant fever’ while making the journey to the assizes of the city of Limerick. Having lost the power of his legs, Michael Hogan remarks he has been forced to abandon his small holding ‘for which he pays rack rent’ leaving his family of 10 persons without support. Also recounts an attack on their dwelling at Curraheen early in 1822 by ‘a numerous party of White Boys’ [but intercepted by armed men employed by Thomas Lloyd, assistant barrister] as well as other acts of violence against their property. |
