SCOPE & CONTENT:

Letter from Robert Elliott, captain and adjutant, Royal Barracks yeomanry, 12 North King Street, Dublin, to Henry Goulburn, Chief Secretary of Ireland, Irish Office, London, recommending the committee on Irish affairs interview David Lindsay of North King Street as he is someone in possession of ‘most useful information’. Describes Lindsay as a considerable thread manufacturer who has demonstrated loyalty to government by acting on the jury at the trial of some Ribbonmen from Green Street. For his part, it is claimed, Lindsay has attracted the ire of his Roman Catholic ‘wholesale customers’ all of whom are in the membership of the Catholic Association. Claims in consequence of their refusal to do business with him, his establishment has been brought into difficulties and about 40 persons have been put out of work. Confides that Lindsay has particular information on the disloyal activities of Bernard Coile [Coyle] during the last period of rebellion [1798 or 1803]. He warns of the activities of Henry Pinkins ‘an American Emissary’ presently in Ireland as promoter of the title and delegates final judgement as to ‘the necessity of suppressing the work’ to the Chief Secretary.

Letter from Stephen N Elrington, 47 Stafford Place, Stafford Row, Buckingham Gate, Pimlico, London, to Sir Charles William Flint, secretary, Irish Office, London, expressing his willingness to return to Dublin at the convenience of the Chief Secretary [likely a reference to his engagement under government as shorthand writer and reporting on the activities of the Catholic Association in Ireland]. In lieu of his loss of regular court work as joint editor of 'Saunders Newsletter' in Dublin, he requests that government advance to him a measure of compensation to cover his loss of income. Adds in postscript he is following closely the debate in the House of Commons with respect to that Catholic Association and the proposed legislative counter measures [the Unlawful Societies Act: 6th of George IV, chapter 4]. Claims that Eiffe has accummulated a wealth of useful knowledge on Irish society especially of the caliber that will serve the drive for the ‘Suppression of the Catholic association’. In addition, he is fully aware of the ‘system made use of by the Catholic priest to prevent their flocks reading the Scriptures & many circumstances of great political interest’.

Letter from GH Fitzgerald, treasurer of the city of Limerick, Richmond Place, Limerick, County Limerick, to Henry Goulburn, Chief Secretary of Ireland, [Irish Office, London], drawing attention to several financial grievances that are inherent in the office of city treasurer. Points to particular difficulties associated with the payment of poundage and expenses to collectors, which he must make ‘at a very heavy loss’ to himself. Expresses opinion that the county treasurers' bill now in progress through Parliament is deficient insofar as it does not address the issue of poundage; this weakness, he postulates, could be remedied by the consolidation of the present act with that of the 5th of George IV, chapter 29 ‘by which means the Poundage and Salary will be secured to the Treasurer’. Highlights the extent of his labours in the area under his jurisdiction and indicates he only remains in office to ensure that such local institutions as the House of Industry, prison, hospital, police and public works, remain in operation.

Remarks he previously presented details to Robert Peel, Secretary of State, and George R Dawson, joint under secretary of state for the Home Department, Whitehall, London, but was advised to make application to the government of Ireland. If his scheme should prove acceptable to government, he emphasises his willingness to explain the means through which it might be put into operation; stresses he will clarify how the initial government investment can be recouped after a term of 10 years.

Delivers a lengthy dissection of the office of the sheriff and highlights a number of abuses and cumbersome practices much in need of reform. Comments also on the need for a re-examination of trial by Nisi Prius, on the need for a review of the practice of lodged money in the law courts, and suggests the propriety of having Irish lawyers confine themselves to professional work in a single court of law.

Letter from Reverend Richard Falkiner, deputy governor and magistrate of County Tipperary, Mount Falcon, Borrisokane, County Tipperary, to Henry Goulburn, Chief Secretary of Ireland, Irish Office, London, conveying thoughts on the need for reform of the mode of process serving in Ireland and for a re-examination on how licences to public house owners are granted. As a remedy to the first complaint, he suggests the appointment of special constables with responsibilities for all duties relating to process serving and executing of decrees; as a remedy to the second complaint, he advocates a special day be set aside by the court for the purpose of making a registry of public houses [to avoid improper persons from obtained licences]. Finally, he calls for a quorum of 5 magistrates at petty session to hear cases of small debts of amounts of less than £5 and to settle demands for wage arrears.

Letter from Joseph Falkiner, high constable of the barony of Lower Ormond, Rodeen, Borrisokane, County Tipperary, to Henry Goulburn, Chief Secretary of Ireland, Irish Office, London, requesting additional remuneration for duties and expenses relating to the execution of his office. Complains under the existing tithe composition act he is expected to produce detailed lists of persons who contribute more that £1 in taxes per year with no allowance for his trouble and expense. Laments he is ‘very poorly paid for collecting the county cess’ and seeks some adjustment in legislation or law to provide a more reasonable measure of provision. Points out he has a large family to support and he is the eight son of Reverend Richard Falkiner, a clergyman of the Church of Ireland for 47 years without preferment.
