He states the survival of his office rests with Parliament and the decision is taken in accordance with the findings of the commissioners of the inquiry [that is the commissioners of inquiry into the duties, salaries, and emoluments of the several officers and ministers of justice, in all temporal and ecclesiastical courts in Ireland]. Copy letter from William H Gregory, Under Secretary of Ireland, Dublin Castle, to George Newcomb, Hollywood, King's County [County Offaly], adverting to his application for the establishment of a police station in the village of Brackenagh [Brickanagh]. Having consulted with Major Thomas Powell, inspector general of the Leinster constabulary, he conveys the sentiments of that officer, as to ‘the impossibility with a limited force, of meeting an unlimited demand for protection’. He conveys the inspector general’s resolve to respond in an appropriate fashion to any emergency that should arise in that locality. [See also description CSO/RP/SC/1825/309].

File of papers relating to an allegedly false claim made by William Reynolds, stating that a large unlawful assembly of people were present at Drumakeenan in King's County on the 17th of December 1824

SCOPE & CONTENT:

File of papers relating to an allegedly false claim made by William Reynolds stating a large unlawful assembly of people was present on the townland of Drumakeenan, King's County [County Offaly], on the night of the 17th of December 1824. Includes memorial from Reynolds [formerly of the 12th royal veteran battalion and the 24th regiment of foot], Curaganeen [Curragharneen], County Tipperary, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, stressing the accuracy of his account of the gathering at Drumakeenan, ‘parading in arms’, and appealing against the removal of his army pension. Expresses his ignorance of a meeting to discuss the matter at the town hall of Roscrea, and signals ‘his astonishment that his name had been divulged’ on that occasion, 4 January [1825]. Also includes character reference in favour of Reynolds extolling him as ‘a strictly loyal sober well conducted man’, signed by Reverend James Hannigan, [Church of Ireland] chaplain to the bishop of Clonfert and Kilmacduagh, County Galway [Christopher Butson], 21 December 1821. Also includes copy of proceedings of the meeting held in Roscrea to discuss Reynolds’ claimed sighting of a crowd numbering approximately 1600 persons. Having taken the evidence into account and heard the confessions of several witnesses, it concludes the account given by Reynolds has ‘not the slightest shadow of truth’ and was got up ‘to create an alarm’ in the district. It recommends the pension paid to Reynolds be terminated; meeting presided over by Francis Aldborough Prittie, [MP for Tipperary], chairman, Robert Sandford Palmer, magistrate, and Edmund [Edward] Wilson, chief police magistrate of County Tipperary, [27] December 1824. Also includes letter from Thomas A Shean, Roscrea, to Henry Goulburn, Chief Secretary, Dublin Castle, reflecting on the passage of events surrounding the investigation of Reynolds’ claims. He comments on the reluctance of Reynolds to appear at a hastily convened public investigation on the 27th of December, on account of the ‘presence of a large mob’. He notes too that the finger of accusation was pointed at himself as being one of the architects of the ‘plot’ and complains of the influence of the Catholic Association in the matter. Remarks also on the willingness of Reynolds to offer further assistance in the investigation, having personally paid a visit to William Nash, the chief constable of police at Roscrea. Expresses his belief that nothing but ‘a full and impartial investigation’ of the matter will reveal the full truth, 30 December 1824.

SCOPE & CONTENT:

Letter from Major Thomas Powell, inspector general of the Leinster constabulary, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, enclosing the resolutions of the magistrates of County Meath outlining their intention of applying to the Lord Lieutenant for an augmentation of the county police constabulary. Provided the sanction of government is forthcoming, they affirm their resolve to meet for the purpose of nominating a total of 72 constables as allowed under the statute of law. Resolutions were agreed to at a meeting in the town of Navan attended by Lord Killeen [Arthur James Plunkett, 8th earl of Fingall], chairman, and 20 other magistrates of County Meath.

SCOPE & CONTENT:

Letter from Major Thomas Powell, inspector general of the Leinster constabulary, Corkagh, Rathcoole, County Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, commenting upon a submission from William Henderson, chief constable of police, respecting the state of law and order in County Longford. He reflects on the weakness of the magistracy in the district of Ballymahon, County Longford, and in the neighbouring section of County Westmeath; he remarks also upon the sinking of boat number 270 on the Royal Canal and regrets the failure to respond appropriately by a number of boatmen on that line. Encloses letter from Henderson, Longford, reporting on his labours in regard to establishing a number of new posts [or stations] in the district [possibly for night protection of canal boats]. Remarks a new post has been set up at Shrule and another at Mornin, and gives opinion that the station at Ballymahon will need aid from the constabulary force of County Westmeath. He remarks also on the general reluctance of the police to act against outrage on account of issues over jurisdiction.

Letter from Major Thomas Powell, inspector general of the Leinster constabulary, Corkagh, Rathcoole, County Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, reporting on the heightened state of sectarian division in the town of Mountmellick, Queen’s County [County Laois; Leix]. Indicates he has found no particular provocation arising from the orange faction but draws attention to the conduct of a local Roman Catholic priest who has actively prevented his parishioners from dealing with brewers of the Protestant faith such as Mr Kenny [a brewer and magistrate] and Mr Pim [Pym] [a brewer], 12 November 1825. Encloses letter from Anthony Pim and sons, Mountmellick, seeking the removal of orange flags in the town to help alleviate party tensions and restore lost trade, 23 October 1825. Also copy reply from Powell to Pim, insisting the matter of the flags is not one for the intervention of the police, 3 November 1825. Also copy of a number of queries put by Powell to Lieutenant [Hugh Boyd] Wray, chief constable of police, on the matter of the emblems controversy in the town of Mountmellick, dealing in particular with ‘occurrences’ between the dates of 30 August and 13 September 1825, [n.d.].
