Copy letter from William H Gregory, Under Secretary of Ireland, Dublin Castle, to Simon Sheil, [Ballyshannon, County Donegal], acknowledging receipt of his memorial bemoaning the failure of the police constabulary to execute warrants against poachers and to apply the sums levied in accordance with existing inland fishery laws. He states the matter has been placed before the inspector general of police for the province [Major Thomas D’Arcy] for consideration. The law officers of the crown, he continues, are of opinion that monetary sums can be recovered under the existing fishery laws but ‘as to the disposal of the sums levied the Police have no power’. Copy letter from William H Gregory, Under Secretary of Ireland, Dublin Castle, to Sir Hugh Stewart, [magistrate of Greenhill, County Donegal], requesting that steps be taken by the magistrates to curb and prevent any public procession by the orange order on the 12th of July. He conveys the Lord Lieutenant’s desire that information is taken from persons on oath in regard to the likelihood of any public assembly by the orangemen in that locality. Emphasises that any event of the kind is ‘illegal’ and repugnant to peace and amicable civil relations in that neighbourhood. Also list of names of magistrates in the province of Ulster, including for example, such persons as William Murray of Dungannon, County Tyrone; Reverend Thomas Stack of Omagh, County Tyrone; and Captain Edward Moore of Aughnacloy, County Tyrone [likely prepared by the CSO for the purpose of ordering such magistrates to suppress orange gatherings on the 12th of July]. |

Copy letter from Henry Goulburn, Chief Secretary, Dublin Castle, to Robert Henry Southwell, magistrate, Castle Hamilton, Killashandra, County Cavan, offering advice on how to respond to breaches of the law in the form of public processions that are contrary to the Unlawful Societies [Ireland] Act. Such public assemblies, whether by Roman Catholic or Protestant activists, he cautions, must be judged ‘upon the peculiar circumstances’ of the individual procession. If it proves to be the case that a gathering of this sort is not a danger to the peace [such as orangemen or freemasons walking to a funeral or church services], direct intervention is not advisable but rather those taking part should be carefully observed and information taken ‘on oath as to their conduct, composition & objects’.
