Letter from Richard Willcocks, inspector general of police, Palmerston, County Dublin, to William H Gregory, Under Secretary of Ireland, Dublin Castle, concerning the killing of William Hackett in County Tipperary. Encloses letter from Mathew Singleton, chief constable of police, Clonmel, County Tipperary, reporting on the murder of Hackett at Kilmalagh [Kilmaloge] while travelling between the town of Clonmel and Deragrath [Derrygrath], in the barony of Iffa and Offa West. The victim, he remarks, was acting overseer on the townland of Derrygrath for William Riall of Clonmel, and blame for the murder appears conclusively to lie with John Kiely, who was earlier put off that holding for failure to meet a rental demand.

Letter from John Willis, [agent], Rockfield, Enniskillen, County Fermanagh, reporting on an arson attack on a dwelling at Doohat and offer of a reward on local outrages

SCOPE & CONTENT:

Letter from John Willis, [agent], Rockfield, Florence Court, Enniskillen, County Fermanagh, to Reverend Charles Cobbe Beresford, 45 Rutland [Parnell] Square, Dublin, reporting on the destruction by fire of one of his dwellings at Doohat last night. The house, he points out, was the same one ‘that the scoundrel Hoins was put out of’. Refers also to a previous communication on the burning of a dwelling house on the school lands of Enniskillen [Portora Royal School]. He conveys his regret that ‘the Rockite system of Legislation’ is much in evidence in the surrounding neighbourhood and is shown through a rash determined to stop anyone taking property that has been the subject of an ejection. Outlines his response to the outrage, which includes making a collection of money towards a reward for information on the crimes, and to the same end, the printing of handbills and local press advertising; he also indicates his intention to apply to have compensation paid out of the parish or barony at the ensuing assizes. SCOPE & CONTENT:

Letter from George Thomas John Nugent, 8th Earl of Westmeath, magistrate, Clonyn [Castle], Delvin, County Westmeath, to William H Gregory, Under Secretary of Ireland, Dublin Castle, reporting on an outbreak of riot at the fair of Clonmellon, over which questions were raised as to the conduct of some member of the constabulary force. Indicates he and two other magistrates made a full investigation of the matter and can report the behaviour of the police on the occasion was ‘patient and temperate in the highest degree’. Recalls the details of the melee during which the side arms of a constable were taken and one of the offenders wounded by a bayonet.

SCOPE & CONTENT:

Letter from Richard Willcocks, inspector general of police, Palmerston, County Dublin, to William H Gregory, Under Secretary of Ireland, Dublin Castle, reporting on the absence of the chief constable of police in the barony of Corkaguiny in County Kerry. He explains the holder of that post, James Saunderson, left for another station without informing him, or ensuring a suitable replacement was installed. Saunderson, he observes, was unhappy in the town of Dingle on account of some alleged bad feeling on the part of Peter Bodkin Hussey [a magistrate], whom he had prevented engaging in a duel with Colonel Crosbie. Expresses his censorship of the conduct of Saunderson and also Joseph R Cruise [chief constable of police in the barony of Gowran, County Kilkenny], who reported for duty in Dingle about a fortnight ago. Encloses letter from Cruise, Gowran, to Willcocks, indicating his request for an exchange with Saunderson has received the assent of Gregory. He requests permission to remain in his barony until after the assizes on Kilkenny, in order to take part in proceedings. [See also description CSO/RP/SC/1825/393].

File of material relating to the controversy over the removal of the police station at Manister in County Limerick. Includes letter from Richard Willcocks, inspector general of police, Palmerston, County Dublin, to William H Gregory, Under Secretary of Ireland, Dublin Castle, reporting on the circumstances surrounding the removal of the party of police from Manister [near Croom] to Clarina [Clorane] in County Limerick, 8 May 1825. Also includes letter from William John Lawenson [Lawrenson], chief constable of police, Pallaskenry, County Limerick, indicating on the instructions of the magistrates assembled at Patrickswell, with Eyre Massey, 3rd Baron Clarina, in the chair, he withdrew the complement of policemen from Manister to Clarina, where a new barracks has been now established, 30 April 1825. Also includes letter from Reverend John Croker, magistrate and Church of Ireland clergyman, Fort Elizabeth, to Gregory, drawing attention to some past instances of intimidation at Manister in the barony of Pubblebrien. Complains the proposed transfer of the constables to Clarina serves only to concentrate the officers of law enforcement in one corner of the barony and exposes the area around his neighbourhood to the ravages of crime; countersigned by John C Heffernan, magistrate, 23 April 1825.

SCOPE & CONTENT:

2 letters from John Wickham, Jeremiah Ryan and Richard Boyd, magistrates, barony of Owneybeg, Abington, County Limerick [post town is Newport, County Tipperary], to William H Gregory, Under Secretary of Ireland, Dublin Castle, reporting on a case before them in which charges are preferred by James Molony against James Ryan, Henry Grady and David Gearan for assault and membership of a Whiteboy gang. They contend the complainant is driven by impure motives and is engaged in ‘a malicious contrivance’ to gain control of a disputed property, over which the parties have fought for possession in the past. They ask for the advice of the law officers of the crown as to the propriety of granting bail to the accused. Also 2 further letters from Wickham to Gregory, calling for the return of a statement taken from Molony against the three men.

SCOPE & CONTENT:

Letter from Richard Willcocks, inspector general of police, Palmerston, County Dublin, to William H Gregory, Under Secretary of Ireland, Dublin Castle, reflecting on an enclosed letter from Reverend [Nicholas] Herbert, magistrate of New Inn [Newinn], barony of Middlethird, in County Tipperary [not present], and indicating the outrage referred to therein did not occur at Mr Phillips’s residence but on an outlying farm. He observes this farm was previously the scene of some evictions by Phillips; in his view, this removal of occupiers is most likely the cause of the unlawful incident in question rather than ‘any general System’ of disaffection in the wider district. Gives his consent to adding two mounted policemen to the station at New Inn to assist in keeping the peace in an area which was in the past the ‘most disturbed’ part of that barony.
