SCOPE & CONTENT:

Letter from Richard Willcocks, inspector general of police [Munster], Cork, County Cork, to Henry Goulburn, Chief Secretary, Dublin Castle, reflecting on an outbreak of violent riot in the town of Tramore, County Waterford. Encloses a letter from Frank Bernard Haly, chief constable of police, Tramore, reporting on a serious breach of the peace in Tramore during which a number of policemen were subjected to assault. The trouble began in a public house, he asserts, and was sparked by an attempt at faction fighting. In a bid to take some of the worst offenders to barracks, he remarks, three constables were hit by sticks and knocked over and ‘two of their muskets broken’. He also reports on the death of Mr McClure, sub constable, his demise apparently being caused ‘by sleeping out when on duty’.

Letter from Richard Willcocks, inspector general of police [Munster], Cork, County Cork, to Henry Goulburn, Chief Secretary, Dublin Castle, enclosing a request from the magistrates of the baronies of Barretts and Muskerry East, petty sessions, Middleton, seeking an extra 7 police constables for that district; signed by John Martley, assistant barrister for the East Riding and 14 others. Also letter from Willcocks to Thomas Taylor, clerk, Chief Secretary’s Office, Dublin Castle, suggesting the 25th of November would be a suitable day to have the 7 policemen formally transferred to the barony of Barretts, ‘or any other day…you may think desirable’. Letter from John Waddy and JA Gibson, magistrates, [Kilrea, County Londonderry or Derry], to the Chief Secretary’s Office, Dublin Castle, reporting on an orange procession in the neighbourhood on the 4th of November. No notification was given for the march, they observe, which continued along the street ‘with Colours and Drums beating’. While the party concerned did not provoke a major interruption of the peace, they apprehend the precarious prospect of ‘counter processions of the party denominating themselves Ribbon Men’ in the district.

SCOPE & CONTENT:

Letter from Richard Willcocks, inspector general of police [Munster], Cork, County Cork, to Henry Goulburn, Chief Secretary, Dublin Castle, reflecting on a violent riot in the town of Clashmore in County Waterford. Encloses letter from Lieutenant Robert H Archer, chief constable of police, barony of Decies without Drum, Clashmore [post town is Youghal, County Cork], reporting on an affray that arose out of an organised faction fight in Clashmore. In course of duty, he remarks, two men were arrested by the constables, who upon doing so found themselves targets of ‘sticks and stones’. In the ensuing melee the glazing of the barracks was broken by stones and some of the policemen hurt; and one of the rioters was also hit by a police bullet. Encloses a copy of the minutes of the enquiry into the riot and attack on the police barracks at Clashmore, presided over by Richard Power, MP for County Waterford, Robert Power and Richard Power Ronayne, magistrates of County Waterford. Describes the outbreak of disorder and the violent reaction of the mob following the arrest of John Troy and Patrick Burke on the orders of John Parrett, police constable; statements taken from Denis Fogarty, Richard Kennedy, Philip Denchy, Maurice Mulcahy, William Bulfin [police sub constable] and Robert Mason [police sub constable]. Letter from Major George Warburton, inspector general of police for Connaught, concerning police interference with unlicensed outdoor gaming and driving for rent

SCOPE & CONTENT:

Letter from Major George Warburton, inspector general of police for Connaught, Tulla, County Clare, to Henry Goulburn, Chief Secretary, Dublin Castle, concerning the issue of whether the police should intervene to prosecute persons accused of shooting or coursing without a licence. Encloses letter from John Read Bindon, chief constable of police, Clonlara, County Clare, seeking guidance on the powers of the police with respect to apprehension and seizure of arms from persons involved in outdoor gaming without legal permit. He also refers to a confrontation with Captain Martin, magistrate of Killaloe, over the use of the police for unauthorised duties. He explains he met Mr Going of Broadford on the 4th of October at Scariff who sought the aid of the police at Killaloe to help prevent an anticipated rescue of stock. In response to that request, he explained he had no power to order the use of the constabulary in cases of ‘driving for Rent, Tythes or [church] Taxes unless called out by a magistrate or the high or sub sheriff in person’. He later discovered, he reveals, the police had in fact been deployed on that occasion. At the petty sessions, Martin brought up the question of his interference with the affair and also complained about the constabulary’s failure to keep up night patrols and prevent the nuisance of pigs on public roads. Encloses original order from Martin to John Kirwan, police constable, Killaloe, requesting police aid to avert ‘an attack and rescue’ of livestock on the townland of Ballycugaran [Ballycuggaran], the property of Mr Going.

Letter from Major George Warburton, inspector general of police for Connaught, concerning an application for removal of the police station from the village of Moylough in County Galway

SCOPE & CONTENT:

Letter from Major George Warburton, inspector general of police for Connaught, Limerick, County Limerick, to Henry Goulburn, Chief Secretary, Dublin Castle, pointing out a misapprehension is made by government in connection with the intention of the chief constable to leave Dunmore in County Galway. The chief constable of that district, he states, is quite content and would find it ‘a grievance’ to remove to another place. Instead, he clarifies, the application is likely from the chief constable of Moylough [Henry Smith]. Tensions, he states, have arisen in that place due to the ‘very exorbitant’ rental demands for the police station made by Reverend John O’Rourke, local magistrate and proprietor of the village of Moylough. He undertakes to make a full enquiry of the matter and until then the application is placed in suspension.

Letter from Major George Warburton, inspector general of police for Connaught, Oatfield House near Aughrim, County Galway, to Henry Goulburn, Chief Secretary, Dublin Castle, conveying permission to take three weeks leave of absence has been given Mr Tracy, chief constable of police in County Leitrim, and also to Mr [William] Gardiner, chief constable of police in the barony of Tireragh in County Sligo. With annotation on top from Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, stating the inspector general does not have the authority to grant such leave, rather formal permission must be obtained from himself.

Letter from Major George Warburton, inspector general of police for Connaught, Limerick, County Limerick, to Henry Goulburn, Chief Secretary, Dublin Castle, reflecting on an outrage in the district around Highwood in County Sligo. Encloses letter from James Reid [Reed], chief constable of police, Boyle, County Roscommon, reporting on a serious assault carried out upon Mr Conny, shopkeeper of Boyle, as he returned home from a visit to the chapel of Highwood. He states Conny was ambushed and the assailants made every effort to take his life, ‘beating him with sticks and stones’. With assistance from Captain C Robinson, magistrate, and a number of the militia of County Roscommon, he adds, an immediate search was made and two suspects were apprehended for the crime.
