SCOPE & CONTENT:

Memorial of William Boyd, Londonderry [Derry city], to Richard Wellesley, Lord Lieutenant, claiming that he was unlawfully denied the position of treasurer of the city and the county of Londonderry following an election. Noting that his late father held the position and that that Richard Young, Mayor, justice of the peace and chairman of the election contest, refused to recognise Boyd’s initial election, which in turn resulted in Hugh Lyle being elected to the post. Adding that he has refused to deliver up the books and papers belonging to his late father and suggesting that monies in his hands be entrusted to the Lord Lieutenant until the matter is resolved. Includes annotation from JS Townsend stating that the chairman had no right to act as he did but the Lord Lieutenant has no powers in this case. Also covering letter from Boyd, to Henry Goulburn, Chief Secretary.

SCOPE & CONTENT:

Petition of Rowland Jackson O’Connor, Graigue, County Carlow, to [Richard] Wellesley, Lord Lieutenant, outlining in detail his claim for a pension. Noting that he formerly was a distributor of stamps in County Antrim and that during the rebellion [of 1798], £2159 3s worth of stamps were stolen from his office by Thomas Bashford, an ‘infernal Rebel’, an accusation corroborated by Sir Edward May; stating that at that time he was a member of the Belfast Calvary and a volunteer in the 22nd Dragoons and was responsible for the capture of General Dickey; noting that he was obliged to recompense the government for the loss; noting that he is 83 years of age and is living with his grandson, a curate at Killeshin, Carlow. Also letter from O’Connor, to Henry Goulburn, Chief Secretary, reiterating that he is only seeking a small part of the sum he was obliged to repay to government following the robbery. Also letter from JS [Cooper] and D Maher, Stamp Office Dublin, to Goulburn stating that Jackson is not entitled to a ‘superannuation allowance’.

Letter from Lieut F J Coke, 39th Regiment, on-board the ‘Regalia’ convict ship, Kingstown [Dún Laoghaire], Dublin, to the Adjutant General, Dublin, admitting that he cannot maintain discipline over his men and wishing to be relieved of his post; highlighting disputes between the superintendent, the ship’s captain and the officer of the guard and the non-assistance of the sailors and claiming that over thirty convicts have tampered with their leg irons and have made escape attempts. Also letters from A Wedderburn, Royal Hospital, [Dublin], to William Gregory, Under Secretary, outlining the corrective measures to be taken. Also copy of report from Lieut Col William Warre, Assistant Quarter Master General, Dublin, to Colonel O’Brien, Assistant Adjutant General, reporting on his inspection of the ‘Regalia’ and generally supporting the actions of the inexperienced Coke while criticising the naval medical officer.
