Memorial of Rev James Mahon, Diocesan Schoolmaster of Ardfert and Aghadoe, Glebe House, Castle Island, County Kerry, to [Richard] Wellesley, Lord Lieutenant, seeking permission to apply the interest from a sum for building a diocesan school to the rental of a house in Tralee to be used as a temporary school house. Recalling that he rented a house at Castle Island for use as a school in 1806 but was forced to give it up in 1816. Also letter from [Charles William] Walker, secretary to the Commissioners of Education, Board of Education, 11 Hume Street, to William Gregory, Under Secretary, stating that the commissioners have no power in this area but are willing to co-operate with the Grand Jury in the erection of a proper school building in Tralee.

Memorial of James Walsh, Coles Lane Market, Dublin, to Richard Wellesley, Lord Lieutenant, complaining of a charge of over £7 being levied by the Corporation for the provision of paving, lighting and cleansing. Stating that he is the owner of eight small cabins at the rere of Dorset Street occupied by unemployed tenants who are unable to afford their head rent and who derive no benefit from the tax. Also report of J Reily, acting treasurer, Office of the Treasury, to the Commissioners for Paving, refuting Walsh’s assertions and claim. Also map by ‘WM’ dated 25 March 1826, showing the houses at Walsh’s Row or Monk’s Row off Dorset Street. Letter from [Rev William] Minchin, Myrtle Lodge, Moneygall, [Kings County or County Offaly], to Henry Goulburn, Chief Secretary, offering his observations on Goulburn’s speech in the House of Commons on the subject of grants to charter schools. Disagreeing with the proposal that curates should not be paid for their work as school catechists and noting that he is catechist to Dunkerrin school. Also note [probably from Goulburn] claiming that his speech was misrepresented and that only catechists who failed to make reports required by the Incorporated Society should not get paid.

Petition signed by over 45 inhabitants of the town and neighbourhood of Drumshambo, County Leitrim, to [Richard Wellesley], Lord Lieutenant, complaining about the lack of a post office in their town; noting that the town is close to coal mines and iron works and has a weekly market; adding that the revenue police are required to dispatch a messenger each day to Carrick on Shannon, [County Leitrim]. File of papers arising from a petition of Richard Orpen, Cork City, seeking to have the guilty verdict of fraud against his father reviewed

SCOPE & CONTENT:

Petition of Richard Orpen, Cork City, to Richard Wellesley, Lord Lieutenant, seeking to have the guilty verdict of fraud against his father, now a transported convict, reviewed so that he may join his family in New Holland [Australia]. Noting that the case concerned his father, Edward Orphen of Island Lodge, County Kerry, who has been transported to New South Wales and has been followed there by many members of his family. Stating that Orphen was convicted on the evidence of John Hurley, who had a stake in the outcome, and another person who has since admitted perjury and that Mr Rice O’Connor has recently been acquitted on the same charge. Includes numerous annotation including from Henry Joy, Solicitor General, in support of the petitioner’s appeal. Also affidavit of Ellen Sullivan, Bandon Road, Cork, claiming that her son, Denis Sullivan, was bribed by John Hurley. Also affidavit of William and John Mansfield, Glanarough barony, County Kerry, supporting Orphen’s claims which involved a marriage settlement of Mr Russell and the sale of land. Also letter from Francis [], Lismore, to Edward Orphen, wholeheartedly supporting Orphen’s claims. Also note, approved by Wellesley, stating that it would be improper in this case to apply to the colonial office and that further facts must be produced.
