Letter from John Galloway, secretary, commissioners of consolidated fund, Board Room, 37 North Cumberland Street, Dublin, to William H Gregory, Under Secretary of Ireland, Dublin Castle, seeking to learn whether the Lord Lieutenant has allocated funds to enable the commissioners to provide grants for public works. Encloses ‘An Account of the sums placed at the disposal of the Commissioners for the issue of money from the Consolidated fund, and the application thereof’, indicating the extent of loans afforded for roads, bridges and harbours. Also letter from Galloway to Gregory, making reference to an earlier letter and reiterating his request for information on the allotment of money from Government ‘to enable them to make out the return ordered by the House of Commons’.

Petition of Edmond Burke, Monival, County Galway, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting appointment to a post as sub constable in the police establishment. He explains his apprehension over participation in the prosecution of those charged with his father’s murder and stresses the need to support his family; claims his father John Burke, out pensioner of Chelsea Hospital, late of 89th Regiment of Foot, died due to wounds received from a mob ‘rendered ferocious by Liquor and accustomed to Lawless habits’; with certificate on base in support of application signed by JH Blakoney and Mr [Thomas] Redington, magistrates.

Petition of John Farry, Ballyshannon, County Donegal, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting appointment to the post of sub-constable in the police establishment of County Donegal. Claims to have been occupied as an assistant peace officer in Ballyshannon ‘for five or six years’ and mentions the extent of his local geographical knowledge. Encloses certificate in support of application signed by Daniel Crawford and two other magistrates of County Donegal.

File of material relating to an application for redress from the residents of the North Circular Road, Dublin, and neighbourhood complaining of the unmaintained state of road surface between Dorset Street and Summer Hill. Includes letter from the inhabitants of the northern part of Circular Road, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, requesting repairs be carried out to a section of the road between Dorset Street and Summer Hill [Summerhill] which is ‘nearly impassable for any kind of carriage’; signed on reverse by Andrew Trevor and 32 other persons. Encloses copy letter from P [Labilliere], director of tolls, Circular Road, to F Savage, 11 Fitzgibbon Square, Dublin, declining application for renovation of road on grounds it has ‘been given up to the Public and no tolls collected thereon’ for several years, 3 October 1823. Includes letter from [Labilliere] to Goulburn, writing on behalf of the Board of Directors of the Circular Road; acknowledging order of Lord Lieutenant to toll holders to answer memorial from the inhabitants of the Circular Road; explains a meeting of their board has proven impossible due to ‘illness of some of the Directors’ and states following changes in legislation some degree of ambiguity in responsibility for the road has arisen and recommends an application by the residents to either the Commissioners of Wide Streets or the Paving Board, 19 April 1824. Also letter from Lieutenant Colonel Meyrick Shawe, private secretary to the Lord Lieutenant, Dublin Castle, to William H Gregory, Under Secretary of Ireland, Dublin Castle, conveying the desire of the Lord Lieutenant to have Golding appointed.

Letter from James Crofton, Board Room, Royal Harbour of George the Forth, Kingstown [Dún Laoghaire], County Dublin, to William H Gregory, Under Secretary of Ireland, Dublin Castle, commenting upon a claim from Richard Foutcher for compensation for losses sustained during construction work on Kingstown harbour, and discussing grounds and rationale for claim; countersigned by Alderman Sir Abraham Bradley King, Charles Malcolm and Francis Hodgkinson, harbour commissioners. Also letter from Sir Charles William Flint, resident Under Secretary of the Irish Office, London, to Gregory, returning letter from the commissioners outlining claim by Foutcher for costs of £583 9s 7½d, with response to same overleaf from Henry Goulburn, Chief Secretary. Also returns memorial from Foutcher to commissioners stressing financial expenditure and personal hardship relative to the furtherance of Kingstown harbour, especially acquisition of quarry stone, and expenses incurred in connection with construction of a cottage at Dalkey in County Dublin. Also returns copy affidavits from Mathew Furlong [shipbuilder] and William Lalor, expressing support for the claim of Foutcher, in particular that he lased a portion of land at Dalkey in order to secure rights of commonage and supply of stone for the erection of the harbour pier. Also returns copy of Foutcher’s ‘examination on Oath’ taken from the minutes of the commissioners, with information displayed in question and answer format; encloses ‘Account of Money expended on Land and Building a Cottage at Dalkey from the 14th February 1814 to December [of] same year’. Also returns copy letter from the commissioners to Robert Peel [Chief Secretary, 1812-1818] discussing the claim of Foutcher and appending accounts connected with same; also includes copy memorial from the merchants of Dublin in support of a remuneration appeal from Foutcher for recognition of his contribution to the harbour over a period of 9 years, signed by G Carleton and 22 other supporters. Letter from Alexander Nimmo, civil engineer overseeing public works in northern district, Sligo, County Sligo, to William H Gregory, Under Secretary of Ireland, Dublin Castle, acknowledging application from Sir Robert Arbuthnot for construction of a road on his estate in County Mayo and reporting his assistant found progress to date on the line ‘so imperfect that he would not venture to pay more than half until I examined it’. Also letter from Arbuthnot, Dublin, to Gregory, complaining the road on his estate has been left in an unfinished state and his tenantry as yet has received no wages. Observes following an inspection, the work was deemed unsatisfactory and he protests ‘nor has six pence been paid to the people who performed the work’.

Letter from Stephen S Cassan, magistrate, Capponellan [Cappalinnan], Durrow, Queen’s County [County Laois], to William H Gregory, Under Secretary of Ireland, Dublin Castle, reporting that he has committed Denis Berger, Daniel Whelan [or Phelan] of Old Town and Daniel Phelan of Clonking [Clonkeen] to Maryborough [Maryboro] Gaol; requests permission from the Lord Lieutenant ‘for liberating the two Persons named Daniel Phelan’ who have entered matrimonial contracts with two females who made accusations of rape against them. He further observes that Berger ‘ought to be removed to some Lunatic Hospital’. Encloses copy affidavit of John Dunphy declaring that Berger ‘has not any settled Place of abode…is an Insane Person and destitute of means of Support’, sworn before Cassan. Also copy committal for Whelan who allegedly ‘committed a Rape upon’ Mary Neil and copy committal for Phelan who is charged with rape by Mary Moore. Also letter from Alexander Hodgins, secretary, board of superintendence, Maryborough Gaol, to Cassan, requesting permission to discharge Berger, due to overcrowding, as he occupies ‘a whole Cell to himself’. Also letter from George Delany, Maryboro, seeking release of Daniel Whelan from prison on behalf of William Neal, father of ‘the Girl he Injured’ and subsequently married.

A note added to back [by Henry Goulburn, Chief Secretary of Ireland] states ‘James Golding to be appointed’.

Petition of Reverend William Bushe, Church of Ireland rector, parish of St George, Dublin, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting permission to appoint commissioners of valuation to assess value of houses built ‘within the City and Suburbs of Dublin’, in accordance with the terms of an act of Parliament that permits a sum limited to 12d sterling per pound to be paid to the parish incumbent, once in every 3 years. Affixes to left margin the names of persons nominated as commissioners: Arthur Williamson, Edward Murray, James Bolger and William Stitt; includes certificate on base stating that ‘no Commission of Valuation…has been approved by the Lord Lieutenant and [Privy] Council within the three years last past’, signed by John Ebbs, deputy clerk of council.
