File of correspondence and witness statements relating to charges of misconduct brought against Chief Constable Dumas by David Graham McCullough and others, Maghera, County Derry. Dumas was accused of illegally arresting Anthony McCullough, brother of David, while intoxicated and it was also claimed that at a subsequent trial the magistrates did not hear all the charges against Dumas. Includes letter from David McCullough, to Henry Gouldburn, Chief Secretary, 16 February, forwarding further charges against Dumas made by ‘poor creatures’ who while ‘not Gentlemen’ ‘are his Majesty’s subjects’. Includes witness statements from Robert Walker and John Jameson and accusations of mistreatment by Dumas from James McName, farmer; A McGan, shoemaker; James Henry, dealer and James Moore, labourer. Also letter from Thomas D’Arcy, [Inspector General of Police], Belfast, 22 February, stating that his enquiries have lead him to conclude that David McCullough was not ‘of a sound mind’. Also letter from James Spencer Knox, magistrate, Maghera, to [William] Gregory, Under Secretary, 16 March, writing on behalf of fellow magistrates, Rev C Colthant, Rev R Alexander, HI Heyland, G Bamber and H Ellis, confirming their judgement that the arrest and confinement were not illegal. Also two damp-press copies of replies from Henry Goulburn to McCullough, 27 January and 27 February, advising him to bring his complaint before a magistrate in the Petty Sessions. |

Praising Mr Brownes’ plan but doubting that it will pass into law and mentioning a rumour that the government wishes to undertake the management of the road. Also draft reply reiterating government policy not to interfere in such local matters but adding that the proposed tolls appear high and long-lived. |
