SCOPE & CONTENT:

Letter from Robert Ferneyhough, Chief Constable, Parsonstown [Kings County] [Birr, County Offaly], to Maj Powell, Inspector General, reporting on a dispute between Rev Kennedy, catholic administrator of the parish and Rev Crotty concerning possession of the new catholic chapel at Birr. Stating that he arrested five individuals who has been engaged in levelling the old chapel of Birr following instructions issued by Kennedy; adding that Kennedy informed him that he has sanctioned the pulling down of the chapel as it was in a falling state. Also noting that a confrontation occurred between supporters of both men and that the Lord Ross has recommended to Kennedy not to proceed further until legal instructions are received from Dublin. Includes annotation from Richard Wellesley stating that government cannot interfere except to prevent or punish any disturbance to the public peace.

Letter from William Filgate, Filgate Lodge, Carrickmacross, [County Monaghan], to William Gregory, Under Secretary, concerning the withdrawal of a police guard at his home by order of the chief constable. Noting that an individual was found concealed in his house and enclosing a newspaper clipping nothing that the individual, named Owen Lappin, has escaped from police custody. Includes annotation from Richard Wellesley, suggesting that Maj Thomas D’Arcy, use his police force to afford protection but adding that single policemen should not be assigned to magistrates’ houses. Also copy of letter from D’Arcy, to William Henry, Chief Constable, informing him that police are not to be assigned to private houses. Also related letter from Henry, Carrickmacross, to Filgate.

Stating that Hubert Henry, Patt [Laven] and others have been arrested following information lodged against them by Frank Mullen and his daughter, who accused them of entering his home and beating him. Adding that the home of another man named Mullen was attacked on the same night by Michael Quigly and John Marron [?Marran] and that Quigly has been sentenced to death at Sligo.

File of documents concerning accusations made against Michael Henry of [Templevanny, County Sligo] and John Marran [?Marron] for house-breaking, assault and rape and correspondence concerning their apprehension in County Antrim. Includes affidavit of Francis Mullen, Mary Mullen and James Davy, of Tumour parish [Toomour], County Sligo, accusing Henry and Marran and others with assault at his home. Also affidavit of Bridget McDermott, alias Mullins, Brickliff, [?Bricklieve], County Sligo, claiming that a gang of six men broke into her house, beat her and her husband and raped Nancy Wallace; noting that she testified against Patt McGarry and Michael Quigly but was prevented from testifying against Michael Henry by her husband who was afraid of the wealthy Henry family. Also letters from M Crofton, Chief Constable, Lisburn, to Rev J Garrett, magistrate, noting that a witness has demanded £20 in order to identify John Marran of Templevanny who is suspected of rape; adding that McGarry has already been hanged and Quigley transported for the crime; seeking the assistance of the postmaster of Ballymoate to track down the men. Letter from Richard Willcocks, Inspector General of Police, Palmerston, [County Dublin], to Henry Goulburn, Chief Secretary, stating that it would be totally impracticable to station police in the village of Tubrid, [County Tipperary] as suggested by Mr Grene and that it would be imprudent to change any of the stations in the barony of Iffa and Offa at present. Also letter from John Grene, Clonmel, [County Tipperary], to Goulburn, outlining the need for police in Tubrid in order to protect keepers and those engaged in the collection of [tithes] from intimidation and violence, adding that a keeper stationed in Ballindoney has died from a beating which he received. Also letter from Edward Wilson, Thurles, to Goulburn, noting that the village and Barony are not under his jurisdiction.

Letter from [Richard Butler, 2nd Earl of Glengall], London, to unidentified recipient, recommending that dragoons stationed at Cahir, [County Tipperary] be requested to accompany the mounted police on nightly patrols in order to curb incidences of outrage in the district. Believing it unreasonable to expect elderly magistrates to engage in these patrols with troops as stipulated in regulations. Includes annotation stating that the Lord Lieutenant has deemed it inadvisable to accede to the request as it has been shown to be detrimental to troops to be used in this way.

Letter from Rev J Garrett, Emlafad Glebe, Ballymote, [County Sligo], to Henry Goulburn, Chief Secretary, enclosing a threatening note from ‘Captain Rock’ left at the post office and warning that ‘large parties of evil disposed young men’ in Sligo town are involved in an illegal association called the ‘Steel Boys’. Warning that individuals in the lower orders are quite ready to rise up and attack protestants if given the signal. Includes note addressed to Tom McCan ordering him not to sell his liquor or ale cheaper than any other person. Noting that James [?], John Orrand and Denis Sweeny are all selling ale at 10d per gallon ‘but we will let them know what they should sell it at’.
