Letter from Edward O’Ryan, Bansha, Cashel, [County Tipperary], to Henry Goulburn, Chief Secretary, forwarding a memorial from magistrates requesting that the Insurrection Act be re-enacted for their area in order to check the spirit of riot and outrage. Also memorial signed by ten magistrates of the barony of Clanwilliam, Petty Sessions, County Tipperary, to Richard Wellesley, Lord Lieutenant. Includes annotation from Richard Wellesley stating that the provincial inspector general of police has been ordered to travel to Cashel and adding that the revival of the Insurrection Act ‘is out of the question’. Letter from [James Wandesford Butler, 1st Marquess of] Ormonde, Governor of County Kilkenny, Kilkenny Castle, Kilkenny City, to William Gregory, Under Secretary, praising the arrangements made by Major Powell, Captain Urquhart and the chief constables which preserved the public peace in the city during recent elections and also requesting that the non-commissioned officers and privates be compensated having being put to considerable extra expense during the period.

Letter from Thomas D’Arcy, Inspector General [of Police], Belfast, to William Gregory, Under Secretary, responding to a request from William Ogilvie for a constabulary force to be stationed in the village of Ardglass, County Down and noting that it was decided at a meeting of magistrates at Downpatrick to station the police at Killough instead. Also earlier letter from Ogilvie, Greshams Hotel, [Dublin], to Gregory, putting forward his case and arguing that the constables are required to keep the peace in the busy harbour which is the rendezvous point for those involved in the herring fishery business.

Letter from Lieut Col DT Osborne, Moate, [County Westmeath], to Henry Goulburn, Chief Secretary, transmitting information provided by Patrick Donleavy [not extant] into outrages in his county. Noting that Donleavy has previously provided reliable information to Maj Bond and is said to be in the possession of firearms stolen from Mr Malone’s house proving that he has the confidence of the perpetrators of the outrages. Suggesting that Donleavy be rewarded with a monthly subsistence payment.

Memorial and letter of William O’Brien, Rathkeale, [Count Limerick], to Richard Wellesley, Lord Lieutenant and Henry Goulburn, Chief Secretary, claiming that he is owed over £15 for having been engaged as armourer for browning and repairing the arms of the County Limerick Police under the command of the late Maj Going. Also letter from Richard Willcocks, Inspector General of Police, Bandon, [County Cork], to William Gregory, Under Secretary, reporting that not ‘one sixpence’ is due to O’Brien.

Letter from Lieut Col DT Osborne, Moate, [County Westmeath], to Henry Goulburn, Chief Secretary, reporting on increased incidents of crime in his area and noting the difficulty in obtaining accurate information to secure convictions; reporting on the death of a woman named Cunningham who was beaten with stones by a gang of seven men who have fled having intimidated witnesses; also reporting on an arson attack on the turf house of Mr Russell of Nahid, a respectable Quaker and a violent attack on two of Mr Temple’s bailiffs who were protecting property distrained for rent.

Letters from Maj D O’Donoghue, Mountmellick, [Queens County or County Laois], to Henry Goulburn, Chief Secretary, reporting on the ‘feverish state’ of Mountmellick which manifests itself on every slight occasion; regretting that the military detachment has been removed from the town before the next sessions where numerous cases arising from the recent riots are to be dealt with; reporting an assault made on two constables who attempted to halt three drays being driven out of the town; adding that the catholic clergy of the town denounce all those who have dealings with protestants which contributes to the ‘very bad spirit’. Also letter from Henry Goulburn, Dublin Castle, to [Richard Wellesley, Lord Lieutenant], outlining his reasons not to reinstate the army into the town and wishing to consult with Maj Powell on the possibility of increasing the constabulary force. Also annotation from Wellesley, recommending that the police be increased and the military used only at the time of the sessions.
