Also return noting that the following constables and sub constables in the province of Ulster should be superannuated as they are unfit for active service – James Baird, Henry Magennis, Garret Plunkett, Samuel McCutcheon, Andrew Gallagher and John McCammon. Also covering letter from Thomas D’Arcy, Inspector General of Police, Belfast, to William Gregory, Under Secretary, noting that most of the men have been in the [peace preservation police] in County Donegal.

Recommending an order to relocate one third of the constables now serving in his jurisdiction.

Letter from Capt John MacLeod, Chief Constable and Pay Clerk, Omagh, [County Tyrone], to Maj Thomas D’Arcy, Inspector General of Police, claiming that a complaint made by Rev Moorhead of outrages in Dromore are somewhat exaggerated; noting that a fight occurred at the fair of Dromore and that a sub constable was injured by a stone; mentioning a family land dispute and the alleged collection of arms by a body of freemasons; providing an account of an attack on the house of Widow McSorly near Dromore by a gang who demanded they give up the house for the former occupant, called McCusker. Also letter from Rev JB Moorhead, curate of Dromore, to H Johnston, secretary to Richard Wellesley, Lord Lieutenant, Dublin Castle, outlining his complaints. Also covering letter from D’Arcy, Belfast, to William Gregory, Under Secretary, observing that the clergyman has exaggerated in his report.

Letter from Maj Thomas D’Arcy, Inspector General of Police, Belfast, to William Gregory, Under Secretary, transmitting an abstract of the reports received from the chief constables of the Ulster District [extant]. While acknowledging that some outrages have occurred, noting that the number of waylaying and violent incidents has been reduced by the activity of magistrates and nightly patrols by the police. Also observing that the availability of employment and provisions has also lead to the reduction of incidents. Abstract provides a summary of various chief constable’s reports with commentary by the Inspector General for each of the counties of Ulster.

Copy of letter from TL Raymond, Chief Constable, [Killeshandra, County Cavan], to Maj Thomas D’Arcy, Inspector General of Police, Belfast, reporting that Mr Southwell of Castle Hamilton, magistrate, has informed him that in future he will not risk his own life or the lives of the police against the large numbers who assemble and riot in the fairs and markets in his district; noting that Southwell has stated that his request for a military presence in the town was not headed by Gen Thornton and Raymond; adding that the use of force to quell disturbances may be unavoidable. Also covering letter from D’Arcy, Belfast, to Henry Goulburn, Chief Secretary. Includes annotation from JS Townsend suggesting that Southwell apply in the usual way for an increased force and make arrangements for increased numbers with the chief constable for specific days.

Includes letter from Richard Balmer, Chief Constable and Pay Clerk, Castleconnell, [County Limerick], to George Tombe, Assistant Barrister for County Limerick, concerning the barony of Clanwilliam. Also letter from [?Benjamin] Jackson, Chief Constable of Police, Killmallock, to George Tombe, concerning the district of the Liberties of Kilmallock and Barony of [Coshlea]. Also letter from Thomas Doolan, Chief Constable, Hospital, [County Limerick], reporting on each of the police officers under his jurisdiction in the barony of Small County.

Letter from F Whyte [White], magistrate and commander of the Redhills yeomanry, Redhills House, [County Cavan], to Maj J Semple, Brigade Major General, Belturbet, [County Cavan], reporting on an outrage in Redhills whereby two protestants named Maherg and Thompson were attacked by a crowd who emerged from a public house; claiming that one of the crowd, Edward Maguire, was wounded by a shot fired by Thompson in self-defence; noting the investigation into the case conducted by both him and Mr Saunderson and justifying their decision not to take evidence against Thompson and Maherg. Also covering letter from Semple, to William Gregory, Under Secretary. Also letter from Thomas D’Arcy, Inspector General of Police, Belfast, to Henry Goulburn, Chief Secretary, noting that an investigation by Capt Kennett, Pay Clerk of Cavan, has corroborated White’s account of the incident and noting that a case has been brought against ten of the assailants.

Letter from Fielding Giveen, Chief Constable of the barony of Castlereagh, Saintfield, [County Down], to Maj Thomas D’Arcy, Inspector General of Police, reporting on the death of Mary Quillan of Comber, [County Down]; observing that no inquest was made into her death but that according to her deathbed evidence and the evidence of Mary Waddle she had been knocked down by the carriage of Alexander Montgomery, attorney; noting that Rev George Birch, magistrate had taken Quillan’s evidence and that Dr Allen had attended her. Also letter from James [Hillington], Comber, to Henry Goulburn, Chief Secretary, claiming that the incident ‘has been hushed up and no inquest held on the body’. Also covering letter from D’Arcy, to William Gregory, Under Secretary, concluding that the death was accidental and presuming that the letter from [Hillington] is anonymous as no such person exists in Comber.

Letter from Frederick Darley, Inspector General of County Dublin Constabulary, Head Office of Police, [Dublin], to Richard Wellesley, Lord Lieutenant, reporting that his district is free from outrage and stating that every measure for the protection of property, the detection of offenders and the prevention of crime has been carried into effect. Also table noting the number of police officers available and unavailable for service in each of the baronies in the county, noting the name of each commanding chief constable and differentiating between cavalry and infantry constables and sub constables. Also covering letter from Darley, to Henry Goulburn, Chief Secretary.
