File of papers relating to allegations made against the Postmaster of Cashel, County Tipperary, by WB Upton, editor of the ‘Clonmel Herald’, for his deliberate delay in the delivery of 25 copies of his newspaper to a subscriber, Richard Hayes, Dundrum, and against the Postmaster General for his delay in responding to his complaint. Includes letter from Sir Edward [Smith] Lees, secretary to the Irish Postmasters General, General Post Office, Dublin, to Henry Goulburn, Chief Secretary, enclosing copies of report by surveyor W Fetherston Haugh and affidavits sworn by the Cashel Postmaster, John Mills, and his assistant, Thomas McLoughlin, witnessed by William Pennefather, 10 January 1827. File of papers relating to numerous applications by John Peard Edgar of High Park in the Barony of Kinnataloon, Fermoy, County Cork, for the position of Chief Constable. Includes copy of document dated August 1823 recommending Edgar for the position as the son of Rev Edgar of the Parish of Castlegor[e], signed by 26 magistrates of Cork. Also letter from Edgar to William Lamb, Chief Secretary, stating that he had met with the previous Chief Secretary Henry Goulburn on 1 November 1826 but that he could make him ‘no promise’ of employment, 17 Aug 1827.

File of papers relating to Peter Shaw concerning a dispute over land boundaries in relation to the payment of tithes in Newtown

SCOPE & CONTENT:

File of papers relating to Peter Shaw of Newtown, Kilcullen, County Kildare, concerning a dispute over land boundaries. Shaw claims that despite a decision made by the Attorney and Solicitor Generals [William Plunket and Henry Joy, respectively] on 7 April 1826 that the townland of Newtown was part of the Parish of Ballysax, Rev Joseph Wilson, incumbent of the Parish of Ballyshannon, had nonetheless enforced the payment of the Tithe Composition Rent and impounded Shaw’s cattle in lieu of payment. Annotation on reverse of letter signed by DJS [] stating that no such decision had been reached. Includes damp press copy of reply by William Gregory, Under Secretary, 29 November 1826. Also two letters from William Ford, Montpelier, Black Rock [Blackrock], Country Dublin, to William Gregory, Under Secretary, requesting that the matter be settled as soon as possible, 11 December 1826 and 10 January 1827.

TITLE:

Petition of James Treacy, Ballygowan, requesting intervention in a dispute with the Sheriff of Tyrone over the theft of his mare

SCOPE & CONTENT:

Petition of James Treacy of Ballygowan, County Tyrone, to Richard Wellesley, Lord Lieutenant, concerning the theft of his mare by John and Edward Bannon. Treacy claims he was granted a replevin on 20 December 1826 from the Lord Chancellor [Thomas Manners Sutton, 1st Baron Manners] ordering the Sheriff of Tyrone to apprehend and return mare to him. Although he was charged a bond of £25 4d, Treacy stated that the Sheriff refused to cooperate. Treacy requested that the Sheriff be reprimanded, and that he be remunerated for the loss of his mare. Annotation on reverse giving legal opinion of Richard W Greene, stating that this was not a matter for the Lord Lieutenant, but for the court that originally issued the replevin, 11 January 1827.

File of letters from James Connery of Cappoquin, County Waterford to William Gregory, Under Secretary, requesting a civil position in a government department, claiming that his services had previously been employed by the government and citing his ‘neighbour’ the Earl of Mount Cashell [Stephen Moore, 3rd Earl Mount Cashell] as a referee. Annotation on reverse of letter dated 16 January 1827 stating that Connery had previously provided information to the government through Rev Conolly [Connolly] which was of little use and for which he was ‘more than remunerated’.

SCOPE & CONTENT:

Letter from Inspectors General of Prisons, James Palmer and [Maj] BB Woodward, Dublin, requesting the Lord Lieutenant [Richard Wellesley] to abolish by warrant published in the ‘Dublin Gazette’ a number of illegal prisons which did not have sufficient accommodation or supplies as required by the Prisons (Ireland) Act of 1826. Palmer and Woodward assert that such prisons, while intended to be temporary in nature, are actually used as ‘illegal black holes’ to imprison individuals in cases of ‘drunkenness and irregularity and other sudden emergency’. Also list of illegal prisons by county.

Letter from Francis White, Bank Castle Street, Dublin, to Alexander Mangin, [first clerk in civil department of Chief Secretary’s Office], relating to petition of Mary Healy requesting charity, stating that she was a frequent beneficiary of his institution, the Strangers’ Friend Society and while her circumstances were poor, her family are ‘by no means in as distressing circumstances as multitudes of poor families’. States that he was ‘well aware’ of to ‘worthless persons… in the habit of obtaining money from benevolent individuals’, and that he would be happy to investigate any case referred to him by Henry Goulburn, Chief Secretary.
