Letter from Daniel Murray, catholic Archbishop of Dublin, relating to memorial of several prisoners of Richmond General Penitentiary seeking an investigation into ill-treatment on religious grounds

SCOPE & CONTENT:

Letter from Daniel Murray, catholic Archbishop of Dublin, North Cumberland Street, to Lt Col [M] Shawe, [Dublin Castle], forwarding memorial he received from several prisoners of Richmond General Penitentiary, Grangegorman Lane, claiming that they were ill-treated by the Governor and seeking an investigation. Memorial details named individual convicts’ time in prison, claiming ill-treatment and torture on religious grounds, and that they were told ‘unless he be a Protestant he need not expect any favour here… there is no Catholic Chaplain in the Institution, and… there is no rule there but the Governor’s will’. Also states that the prisoners considered publishing an account publically, but decided to refer it to Murray instead. Memorial contains 10 signatures, stating that they were all pardoned 10 April 1826. Although Murray states that he cannot vouch for the character of the prisoners, their accusations are ‘of so revolting a nature’ that he reiterates their call for an investigation, as then the government ‘shall be free from even the suspicion of adding to the other miseries of the unfortunate Prisoners the infliction of Religious Persecution’. SCOPE & CONTENT:

File of papers relating to the drafting of rules and regulations for Richmond General Penitentiary. Includes 4 handwritten drafts of the rules and regulations, created following an order issued by Henry Goulburn, Chief Secretary, on 9 December 1826. Early drafts heavily edited with annotations by Goulburn; each rule is marked as ‘approved’ by Richard Wellesley, Lord Lieutenant. Also contains 2 copies of a document, one of which is signed, outlining the remarks of the Inspectors General of Prisons, James Palmer and [Maj] BB Woodward, corresponding to each of the 56 rules and regulations outlined in the final draft. Also letters relating to draft rules and regulations, from Palmer and Woodward, and Hill W Rowan, Governor of the Richmond General Penitentiary, to William Gregory, Under Secretary; and from Rev William Higgin, protestant chaplain of the Richmond penitentiary, to Goulburn. Also final printed copy of 54 rules and regulations, printed by the King’s [George IV] printers, G and J Grierson and Martin Keene, Dublin 1827. [See also CSO/RP/1827/1051].
