Letter from Rev William Higgin, protestant chaplain of the Richmond General Penitentiary, to William Lamb, Chief Secretary, enclosing copy of letter he sent to [William Magee], [Church of Ireland] Archbishop of Dublin, outlining his varying duties as chaplain at the prison and seeking his approval, which he now also seeks from the government. Additional letter from Hill W Rowan, Governor of the Richmond General Penitentiary, to William Lamb, Chief Secretary, stating that ‘Higgin has not thought it necessary to give me any information of his having applied to the Archbishop on the subject of his duties’ which is in direct violation of the prison rules, and requests a copy of Higgin’s letters. Warburton states that as resident magistrate Lord Forbes [?George John Forbes, viscount Forbes, MP for Longford] is anxious to have him reinstated, he is pleased to extend his clemency in this case, but that he will ‘pay strict attention to Mr Montfort’s future conduct’.

File of papers relating to the transfer of convicts from various counties to Cork for transportation. Letter from William Fyers, [] Smith, John Butcher, W [?William] Booth, S Thomas and [] Brown, Office of Ordnance, Dublin, to William Lamb, Chief Secretary, enclosing letter they received by their secretary M Winter, from Lt Col P Johnstone, Barrickmaster, Buttevant Barracks, [County Cork], stating that convicts from towns such as Limerick, Sligo, Castlebar, and Galway who have been ordered to embark from Cork are currently on their way to the city under escort, and will stay overnight at the barracks, ‘there not being any place of confinement in the Town of Buttevant’. States that ‘the admission of Civil prisoners into Barracks in contrary to the Regulations; and… entails an expense in this Department for repairs of damages committed by them’. Requests that another place of confinement be found for such prisoners, ‘or, at least, that this Department should be repaid any expense’ incurred as a result. Annotation on reverse giving legal opinion of Richard W Greene, as well as Henry Joy, Attorney General. Additional letter from the Ordnance Office to Lamb, requesting a reply. Also draft copy of letter from the Chief Secretary's Office to the high sheriffs or subsheriffs, informing him that each county is responsible for ‘the expense of providing places of security for the confinement of their Prisoners’, with note annexed by wax seal, giving further legal opinion of Greene.
