Letters from Lord Rossmore [?Warner Westenra, 2nd Baron Rossmore], Cortolvin Hills, County Monaghan, to [Richard Wellesley, Lord Lieutenant], requesting that an application for aid to build a new courthouse submitted by the Grand Jury of County Monaghan may be suspended ‘until a better plan may be had’. Also covering note by William Gregory, Under Secretary, stating that no application had been received from the Grand Jury, and if any should be made, the Lord Lieutenant had no funds available for such a purpose. Annotation by Wellesley, stating that as these letters had been made public, Gregory should ‘answer them officially’.

Addresses forwarded by: John H Houston, late High Sheriff of County Down, Greenville, Belfast, County Antrim; [Sir] John Judkin Fitzgerald [2nd Baronet], Lisheen, [County Tipperary]; Acheson St George, High Sherriff, County Armagh; O [Owen] Wynne, Hazelwood [House, County Sligo]; Alexander McManus, High Sheriff, County Antrim; James Ellis Green, Mayor of Youghal, Youghal, [County Cork]; Lord Donegall [George Chichester, 2nd Marquis Donegall], Ormeau, [County Antrim]; and Richard Parker, Mayor of Cork, Cork. Latter contains duplicate original address for presentation to Richard Wellesley, Lord Lieutenant, containing original seal of the city of Cork, and 6 signatures. Many covering letters annotated with the dates enclosed addresses were transmitted to the king; annotation on reverse of letter from Green by Wellesley states ‘this is the best Address I ever read’. Outlines that as Newry Bridewell is 30 miles from the county gaol, and as such, the transportation of prisoners is both expensive and inconvenient. Contains 9 signatures. Includes letters from: Hill W Rowan, [Governor], Richmond General Penitentiary, Dublin, to William Gregory, Under Secretary, relating to misconduct of female convicts in the prison, enclosing lengthy report by Elizabeth Freeman, matron; letter from Rowan to Gregory enclosing copy of letter he sent to Dr Charles Edward Herbert Orpen, medical attendant of the Richmond General Penitentiary, 40 Stephen’s Green East, [Dublin], enquiring if the health of 8 named female convicts would allow them to be transported, as well as Orpen’s lengthy reply; letter from Rowan to Gregory informing him that the above female convicts are now being punished, and that he was obliged to place a male prisoner in solitary confinement; from Rowan to Thomas Taylor, requesting 2 policemen to accompany prisoner Michael Toole during his transport to Kilmainham Gaol [corresponding register entry refers to an attempt by Toole to burn down the prison]; from JS Townsend, James Palmer and [Maj] BB Woodward, [Inspectors General of Prisons], Inspector General’s Office, 41 Leeson Street, [Dublin], to Gregory, outlining their observations on the case, referring to an investigation into the conduct of the Roman Catholic Chaplain at the prison, and concluding that ‘the separation of Protestants from Roman Catholics in the classes… is likely, if continued, to perpetuate those unhappy divisions which exist’; from William Higgin, Richmond General Penitentiary, to Gregory, informing him 1 of the 8 female prisoners has chosen to remain at the penitentiary, while the other 7 have been transported to Kingstown [Dún Laoghaire] Harbour; and letter from Higgin to Gregory, arguing against the claims of the enclosed letter from Joseph Hamilton, Annadale Cottage, [Philipsburgh Avenue, Dublin], to [Richard Wellesley], Lord Lieutenant, seeking aid for the 7 female convicts and protesting that they were ‘cruelly oppressed, for conscientiously adhering to the Roman Catholic Religion’.
