Noting that Kirby, who has been implicated in the Mara and Murphy murders and other incidents, has expressed a willingness to give himself up and to provide information. Suggesting that Kirby’s testimony could lead to the collapse of the Rockite system in the area and that the information would be worth sparing his life; noting however that Maj Carter and Dr Fitzgerald believe that Kirby should be hanged. |
