Letter from Samson Carter, Cashel, [County Tipperary], to William Gregory, Under Secretary, submitting a report [extant] on outrages in his district and noting that the frequency and seriousness of these offences has lessened. Suggesting that the late assizes and the influence of the better class of farmers on their labourers has contributed to the decrease but adding that serious conflicts at fairs can only be prevented by the presence of large police forces. Includes report on specific incidents of outrage noting the names of perpetrators and victims.

Letter from Samson Carter, Cashel, [County Tipperary], to William Gregory, Under Secretary, noting how he, William Purefoy, magistrate and the constabulary prevented a serious faction fight at Cappawhite Fair between two factions ‘calling themselves Three and Four Years old’. Noting that firearms and ammunition were discovered and that Dennis Dwyer, farmer and Hoolahan have been arrested as a consequence. Adding that Rev Timothy Hayden, parish priest, attempted to reconcile the factions but was unsuccessful and also recommending that a detachment of soldiers be reinstated in the town.

Also reporting on an armed attack on the house of McCormack of Ballycahil and the subsequent arrest of Michael Ryan.

Letter from Samson Carter, Cashel, [County Tipperary], to William Gregory, Under Secretary, outlining how Kirby, one of Mara’s murderers, has again offered to surrender on the condition that he would be transported. Noting that the offer was conveyed by a catholic clergyman and noting that Kirby has successfully remained at large in the inaccessible mountainous district where he is protected by the inhabitants.

Letter from an anonymous sender, signed ‘A sufferer from 98’, Athlone, to [the governor of Westmeath and Athlone], enclosing handbills which threaten the loyal protestants of Athlone and those who have signed the ‘anti catholic petition’ and calling on government to embody and arm those who support the constitution. Also letter from [William Handcock, 1st Viscount] Castlemaine, to William Gregory, Under Secretary, warning that the public mind is in the highest ferment and that those who signed the petition are marked out for assassination; enclosing a handbill which was posted to the bridge of Athlone and chapel doors. Includes two handbills, one advertising the collection of the ‘Catholic Rent’ in the town, the second listing the names of over 100 persons who signed the petition. Letter from H Caulfield, Hockley, [County Armagh], to unidentified recipient, warning that the Orangemen in County Armagh are planning a more than usual display on the 12th [of July] which could result in bloodshed. Noting that a crowd of Orangemen attended the church in Grange, in the diocese of Armagh, wearing their ribbons, scarfs and lilies and were reprobated for doing so by Rev Twigg.

Memorial signed by 59 inhabitants of Cashel, [County Tipperary], to Henry William Paget, Lord Lieutenant, accusing Thomas Pennefather, Deputy Mayor and the constabulary of using excessive force during a riot in the town which was motivated by party spirit following the Clare Election; claiming that the riot was caused by the unnecessary arrest of a drunken horseman; adding that the constabulary fired on rioters without a magistrate present wounding two individuals. Also letters from Samson Carter, Cashel, to William Gregory, Under Secretary, reporting that the riot occurred following his departure from the town and stating that four respectable inhabitants have asserted that the mayor and certain constables were not sober; reporting on subsequent processions in support of O’Connell; noting that Mr Upton, apothecary and editor of the ‘Clonmel Herald’ provided him with a very exaggerated account of the events; providing an account of an attack on the constabulary at a celebratory bonfire in Fethard; noting that the calming influence of the catholic clergy has not produced the same tranquil results in remoter areas. Also copy of requisition from seven magistrates and other individuals seeking police assistance, addressed to Maj Carter, Cashel and Maj Miller, Clonmel.
