Letter from Henry Robert Carden, Daniel J Webb and James Butler, magistrates, Templemore, [County Tipperary], [probably to Henry William Paget, Lord Lieutenant], transmitting copies of dispositions concerning incidents in [Borrisoleigh] and suggesting that [John Norris], the ‘very mischievous Schoolmaster’ be prosecuted by the Chief Magistrates of Police; suggesting that the police force in the area be augmented; includes legal opinion of Richard W Greene, concluding that there is not a sufficient case against Norris. Includes affidavit of William Hardy, stating that he has been abused and threatened by Norris, schoolmaster, whom he accuses of wearing a green sash in public and giving disloyal toasts in favour of Daniel O’Connell in a public house. Also letter from Richard Sadlier, Williamstown Castle, Blackrock, [County Dublin], to William Gregory, Under Secretary, reporting on a procession of several hundred persons dressed in ‘white shirts and green Hat bands’ in Tipperary in support of Daniel O’Connell and stating the need for military reinforcements in that county. Also statement signed by eight magistrates of the barony of Clanwilliam, claiming that the military force in Tipperary is inadequate. Also related letter from William Sadlier, magistrate, Sadlierswells, Tipperary, to unidentified recipient. Also letter from James Roe, magistrate, Tipperary, to Gregory, also expressing concern about the thousands who meet weekly for large processions accompanied by music and flags and noting that the force in Tipperary town consists of only 40 men from the 62nd Regiment and 20 constables. Includes annotation from [Henry William Paget, Lord Lieutenant] suggesting that it would not be advisable to interfere ‘when no breach of the Peace is committed’.

Affidavit of Patrick Carroll, Chief Constable, Borrisoleigh, County Tipperary, claiming that 10000 individuals, 2000 of whom were mounted with green sashes, marched in military order through his town; observing that many flags and a large black cross were carried; stating that James Kirby and Edward Ryan, outlaws were amongst those present; noting that Kelly, leader of the ‘Magpie Party’ and Ryan, leader of the ‘Resoultys’ were reconciled during the events and that further marches are planned for Holycross, Thurles and Templemore. Includes legal opinion of John Doherty, Solicitor General, noting that such an assembly is illegal and that those involved could be prosecuted, but adding that he would not recommend attempts to disperse such crowds. Also covering letter from Henry Robert Carden, Daniel J Webb, James Butler and John Trant, magistrates, Templemore, [County Tipperary], to Francis Leveson Gower, Chief Secretary, noting that Carroll has suggested that the motivation for such displays is ‘open rebellion’ and not reconciliation of factions; adding that Carroll is a catholic and is not prone to exaggeration.
