Letter from Samson Carter, Clonmel, [County Tipperary], to William Gregory, Under Secretary, reporting on a riot which occurred at Borrisoleigh Fair, when Johnathan Wellington, magistrate ordered a [gambling booth] to be removed. Noting that Mr Willington, Chief Constable and some of his men were injured but that the military restored order without firing on the crowd. Observing that a reconciliation was brokered between two contending factions but that it appears that the factions now focus on confrontations with the police.

Letter from Daniel Malony, [Brigade Major General], Killarney, [County Kerry], to Francis Leveson Gower, Chief Secretary, transmitting a copy of a threatening and inflammatory notice [extant] sent to Rev Edward Conyers, Rector of Knockane and noting that it is suspected that it was written by a disgruntled individual who had expected to be employed in the collection of tithes. Includes notice addressed to Conyers, accusing him of ‘introducing an upstart of a half mongrel protestant to collect [the] tythe money’. Also letter from Conyers, Knockane Glebe, Killarney, to Gregory, transmitting another copy of the notice and recalling that the church of his parish was burnt in 1821.

Letter from Samson Carter, Cashel, [County Tipperary], to William Gregory, Under Secretary, transmitting a report of outrages in County Tipperary [not extant]. Mentioning Whiteboy activity and the commencement of a system of military-type parades by thousands of peasantry ‘upon the Plea of Reconciliation between the Factions called three and four years old Resoulties and Magpies’. Describing two such parades in Golden and Bansha and noting that some catholic priests have disapproved of these assemblages from the altar. Also memorandum from Francis Leveson Gower, Chief Secretary, mentioning the arrest of a man called [Darey].

Letter from Samson Carter, Cashel, [County Tipperary], to William Gregory, Under Secretary, reporting on outrages in each of the baronies of Tipperary [extant] and observing that those committed were minor Whiteboy offences arising from competition over land. Observing that the Plea of Reconciliation between the factions still holds and that this agreement came about by the ‘advice of Mr O’Connell’ and that thousands are still engaged in well marshalled processions in support of O’Connell. Noting that those attending these large parades are sober and obedient to their leaders.

SCOPE & CONTENT:

Letter from Samson Carter, Cashel, [County Tipperary], to William Gregory, Under Secretary, concerning the offer from Richard Ryan of Cashel, residing at Moorfields, London, to assist police in the identification and capture of Walter Grace in Kent; agreeing to the proposal for the matter to be dealt with by Sir Richard Birnie. Also letters from Samuel Hercules Taunton, Public Office, Bow Street, to Gregory, stating that Ryan cannot be relied upon and noting how he failed to identify James Kirby, Darby Brien, Edward Ryan and Walter Grace who were alleged to be bound from Portsmouth, [England], to America; noting that the men are wanted for the murder of Daniel Mara. Also related letters from Birnie, Public Office, to Gregory, concluding that Ryan knows noting and is merely seeking money.

SCOPE & CONTENT:

Letter from Samson Carter, Cashel, [County Tipperary], to Francis Leveson Gower, Chief Secretary, submitting a detailed report [extant] on outrages in Tipperary, including the murder of a tythe proctor; noting that the priests have failed to put a halt to the processions but enclosing an address [extant] to the peasantry which he believes will be obeyed; adding that this will not stop them from committing Whiteboy offences or from refusing to give evidence. Also printed notice addressed to the catholics of Tipperary from the Catholic Association, signed by Rev John Mullen, parish priest and Nicholas P O’Gorman, commending the people for having listened to the voice of Daniel O’Connell and having ceased faction feuds but now calling on them to discontinue their mass processions. Also letter from Alexander Lourie, Chief Constable, reporting on a procession at Castletown, near Nenagh which escalated into an attack on the police barracks which the parish priest was unable to quell; noting that the riot began when John Price of the Peace Preservation Force confiscated a flute. Includes memorandum noting the absurdity of the police behaviour in provoking the crowd instead of observing the ringleaders.

Letter from George Warburton, Inspector General, Castlegar, [County Galway], to Francis Leveson Gower, Chief Secretary, reporting the murder of Martin Culkeen, a coachman employed by the Ballina Fishing Company in the prevention of illegal fishing; adding that Mr Plunkett, Chief Constable, Tobbercurry, County Sligo has warned about the rise of outrages including the refusal of the catholic population to work for protestants which is enforced by intimidation. Also letter signed by five magistrates, Ballymote Court House, [County Sligo], to John Armstrong, Ballymote, noting that Culkeen’s dismembered body has been discovered at Frenchford and suspecting that he was murdered on account of his zealous discharge of duty.
