Includes: letter from Maj William Miller, Inspector General of Police [in Munster], Clonmel, [County Tipperary], to Francis Leveson Gower, Chief Secretary, referring to such neglect as ‘extremely embarrassing’, and forwarding letter he received from William Smith, Subinspector and Pay Clerk of County Limerick, Rathkeale; copy of warning letter from Leveson Gower to Thomas Doolan, Bruff; and letter from Miller to Leveson Gower, forwarding additional letter from Smith enclosing 2 printed forms outlining statement of incidental expenses, as well as pay bill and muster roll of the policemen employed under Thomas and William Doolan, for the period 1 to 31 December 1828, with printed extract from the police regulations 30 June 1828 on reverse. Letter from Sir John Harvey, Inspector General of Police [for Leinster], Portarlington, [County Laois], to William Gregory, Under Secretary, forwarding letter he received from Robert Wright, Chief Constable of Queen’s County [Laois], Graigue, County Carlow, reporting that 4 of his subconstables attended a Brunswick meeting in Carlow the previous Monday, namely: Samuel Johnson; Thomas Kelly; John Kelly; and John Griffith. Suggests that they be suspended for 1 month ‘as a Warning to themselves and their Comrades to be more Cautious in abstaining from shewing themselves at Meetings of a Political Character’. Also copy of subsequent circular memorandum issued by Harvey to the Leinster constabulary, indicating same.

SCOPE & CONTENT:

Letter from [Maj] George Warburton [Inspector General of Police in Connaught], Castlegar, [County Galway], to William Gregory, Under Secretary, requesting that Chief Constable Henry Smith of the Barony of Tyaquin [Tiaquin] be immediately admitted to the Richmond Lunatic Asylum, stating that he is ‘now in a most deplorable state, confined in a strait waist coat’. Also requests that his superannuation allowance is continued and set aside for him, as ‘he certainly deserves the highest class of retirement as he has been under me from the first establishment of the Police… and has always been a trustworthy and zealous man’. Additional letter from Richard Grace, Moral Governor, Richmond Lunatic Asylum, to Alexander Mangin, [first clerk in civil department of Chief Secretary’s Office], informing him that he has sent an admission form to Warburton, and will receive Smith as soon as possible.

SCOPE & CONTENT:

File of papers relating to request by Lewis Hilton, 27 Cuffe Street, Dublin, for the payment of travelling expenses from Dublin to Strabane [County Tyrone], while employed as a boundary surveyor under Richard Griffith, civil engineer. Includes letter from Hilton to William Gregory, Under Secretary, forwarding copy of list of travelling expenses for 3 days’ travel and subsistence, amounting to £8 6s 6d, containing items such as: on Thursday, ‘to remove his Logadge [sic] from this house to the Coach – 5s’; on Friday, ‘in the Morning befort [sic] to go to the Coach one bott [sic] Cham[pagne] etc. – 15s’, as well as ‘I had to take a Botille [sic] Champngne [sic] with me from Dublin etc. – 15s’ and ‘for my Supor [sic] Water etc. more a Bottle Champngne [sic] – 16s’; and on ‘Saturday morning beford [sic] to go to the Coach I drink one Bottel Champagne Wine etc. that I had Brink [sic] with me from Dublin, think Extremely necessiury [sic] for my Eth [sic] – 15s’. Letter written on reverse of copy of previous printed letter sent from Hilton to Henry Paget, Lord Lieutenant, referring to his correspondence with Col Gosset, Phoenix Park, concerning his contract as boundary surveyor as ‘nonsense’, and chastising Griffith for the spending of public money on the Boundary Survey. Additional letter from Griffith to Gregory, confirming that Hilton was employed by him and at the Boundary Office at Strabane between 18 June and 29 September 1827, when he was dismissed ‘owing to his very inaccurate mode of Drawing, and his ignorance of the English Language’. Refers to enclosed extract of minute by Griffith indicating same. Also contains Griffith’s observations on Hilton’s expenses, remarking that ‘as my own expenses by the Mail Coach from Dublin to Strabane never exceeded £2 18s 6d, I paid no attention to his most extraordinary demand’. Includes letter from Sir John Harvey, Inspector General of Police [for Leinster], Portarlington, [County Laois], Maj [Thomas] Powell [chief magistrate of police], Corkagh, Rathcoole, [County Dublin], William Gregory, Under Secretary, enclosing letter he received from Henry Hamilton, Subinspector for County Wexford, Wexford, forwarding: notice sent to him from Edward Johnson, Deputy Clerk of the Peace, informing him that the Petty Sessions are to be moved, signed by the Chairman, the Earl of Courtown [James George Stopford, 3rd Earl Courttown], [Courtown House], Gorey; and letter he received from magistrate Rev W Hughes, Killinick, enclosing copy of printed notice signed by him, Harvey and L Van Williamdorff Richards, stating the January Petty Sessions are to be held in Killinick as usual. Harvey also encloses copy of notice signed by Courttown and Johnson, outlining the boundaries of the Killinick and Broadway Petty Sessions, January 1828. Annotation on reverse giving legal opinion of Richard W Greene. Additional letter from Harvey to Gregory, forwarding letter from magistrate Charles Arthur Walker, Belmont, to Hamilton. Also letter from Courttown to Gregory, forwarding memorial of Killinick magistrates Harvey, Richards, Hughes, Abraham Howlin and Joshua Nunn, to the Lords Justices, requesting that the Petty Sessions be permitted to continue there, as well as duplicate copy of notice signed by him concerning the boundaries of the Killinick and Broadway Petty Sessions, January 1828.
