Letter from William Odell, Frankfort, Ballingarry, County Limerick, to Henry Goulburn, Chief Secretary, Dublin Castle, offering his services to establish a settlement in Canada, emigrating there with his family, and taking with him a large group of local persons who wish to emigrate. Emphasises the benefits, 'as most of those who will accompany me will be from the disturbed parts of the Counties of Cork and Limerick where I trust [a] change of Country and habits may render them more Worthy members of society', 14 July 1823. With subsequent annotation by Goulburn, and also a further annotation on reverse, of copy of letter of reply from Goulburn, Irish Office, London, to Odell, 29 July 1823 [latter annotation not in Goulburn's hand]. |

File contains note from Henry Goulburn, Chief Secretary of Ireland, [London], to William Gregory, Under Secretary, Dublin Castle, seeking further information on the matter, and referring to a promise made by his predecessor, Charles Grant [Chief Secretary between 1818 and 1821], concerning the amount of money to be advanced to the county from the commissioners for the issue of money for public works. SCOPE & CONTENT: |
Letter from MA Palmer, Midleton, County Cork, to Henry Goulburn, Chief Secretary of Ireland, [London], offering observations on the Insolvent Debtors Act. Observes that the act, 'has tended to demoralize the Country…', complaining that it 'it is a bounty upon fraud and perjury' and 'confirms the extravagant & improvident habits which are well known to be the characteristics of my Countrymen'. Complains that the law is abused: 'Tenants who are in every property largely in arrear if pressed for their rents immediately tell their Landlords they will "take the benefit" of the insolvent act'. Palmer acknowledges the government's good intentions, but warns that, 'Our present Viceroy is however too liberal & humane to suit the Country he is sent to govern…', 8 March 1823. Also further letter from Palmer, to Goulburn, offering his suggestions for improving Ireland: firstly, government financial assistance for landlords whose tenants are withholding rents, and secondly, the appointment of lord lieutenants to each county, 'with the most ample powers to preserve the peace….'. Also complains of 'the failure to implement the insurrection act. Warns of the disaffected state of Ireland, and of the quantity of firearms in the possession of the insurgents who, '….will not be induced to give them up 'till after 1825 when they expect the prophecy to be fulfilled which has taken such hold of their imaginations…' [a reference to the prophecy of Pastorini, of the fall of Protestantism in 1825]; with subsequent annotation on reverse, of copy of letter of reply from Goulburn, Irish Office, London, to Palmer, 29 July 1823 [not in Goulburn's hand]. Emphasises that the allowance granted for surgeon, physician and apothecary is 'too small, & medical men will not be procured…'. Also renews his and his colleague Major Woodward's recommendation for a convict hulk at Dunleary [Dún Laoghaire], County Dublin, to receive convicts from the northern jails, rather than their being marched to Cork, 20 June 1823. SCOPE & CONTENT: |
File of papers relating to complaints of John Peters, a parishioner of St. Anne's parish, Dublin, concerning the conduct of Dublin city corporation respecting the Dublin pipe water and metal main taxes. Includes letter from Peters, Kildare Street, Dublin, to Henry Goulburn, Chief Secretary of Ireland, [London], concerning reports of government plans to introduce a bill to parliament, to grant £30,000 to Dublin city corporation to finish the metal main. Complains of the corporation's conduct, claiming that they have withheld their charter from the public, and emphasising that they are in receipt of 'enormous' sums, to carry out public works in the city, but 'have utterly declined and neglected the fulfilment of the Services & duties for which these fees were Granted to them'. Refers to the 'shameful' 'fraud' of the money paid in pipe water and metal main taxes by Dublin city householders, and alleges misappropriation of the pipe water funds. Peters complains that, 'There is no City in Europe so shamefully abused by a Corporate Body', 14 April 1823. Peters encloses copy of a printed handbill, entitled 'A General Statement, Of One Year's Direct and Indirect Local Taxes, levied and collected from the householders of the City of Dublin, furnished by the Committee appointed to investigate and Report thereon', dated 3 March 1823. It itemises the taxes levied on the city's inhabitants by various groups, including the Paving Board, Dublin Corporation, Dublin police establishment, the Wide Streets Commissioners, the governors of the Foundling Hospital, and the Ballast Board, and stating the amounts levied, for what purpose, and observations on each. Annexed to the statement is a printed account of the charges on the importation of coal in Dublin city, for year ending 5 January 1822. File also contains further letter from Peters, 29 Arundel Street, Strand, London, to Goulburn, Irish Office, urging Goulburn to 'Guard the Householders of Dublin - against the active Contrivances of the Corporation - and not lend, or permit them to Borrow, any more Money', 7 June 1823; Peters encloses a statement, complaining of the misconduct of Robert Jones, Dublin attorney, in overcharging him for legal fees, and further accusing Jones' 'particular friend', Thomas Ball, a Master in the Irish Court of Chancery, of violating his duty as a Master in Chancery, in authorising the bill of costs. Peters emphasises that this case underlines the need to pay masters via salary, 'instead of fees - as it is evident the Sollicitors [sic] - Who pay best have unbounded Influence over them manifestly to the Injury of the Suitors'; with subsequent annotation on Peters' letter, by Goulburn. |

Letter from Michael George Prendergast, Miller's [Millar's] Hotel, Jermyn Street, London, MP for Galway town, to Henry Goulburn, Chief Secretary of Ireland, Irish Office, London, 22 February [1823], enclosing a copy of a letter from Prendergast, to J Lushington Reilly, Galway, originally dated 27 January 1823, concerning disputes and 'party spirit' in Galway town, and enclosing the heads of a bill in parliament for the improvement of the docks and quay in the town, and detailing the tolls and custom charges to be levied in the town; also names the individuals to be appointed as commissioners to oversee the work. Prendergast observes in his letter to Goulburn that, 'I think everything in reason has been offered to them'. Also letter from John Prendergast, Dublin, to Goulburn, Dublin Castle, seeking a private audience with Goulburn, on the subject of a letter from Colonel Martin of Galway, delivered to Dublin Castle by Prendergast, 29 January 1823. |
