Petition of the justices of the peace of County Kilkenny, Grace’s old castle, County Kilkenny, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting extension of the insurrection act to the baronies of Gowran, Galmoy, Crannagh, Shillelogher, Fassadinin and Ida, as they are deemed to be ‘in a State of disturbance’. Draws attention also to the potential for disaffection in the city and liberties of Kilkenny and requests its inclusion under the provisions of the act, particularly that region east of the River Nore; also underscores the need for an additional 20 police constables in the county. Complains ‘within the last two years, no less than fourteen savage murders have been committed in the single Barony of Galmoy, three in the Barony of Gowran, and five in the Barony of Crannagh, and without one of the offenders having, hitherto, been brought to Justice’; they remarks on the positive effect of the act in those baronies where it is in force; signed by the Earl of Carrick [Somerset Richard Butler, 3rd Earl of Carrick] and 26 others. Petition of James O’Brien, coroner of County Cork, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, seeking extension of fair compensation for discharge of duties during a period of political disturbance. Complains that the law will not admit of individual remuneration beyond 30 guineas per assize presentation for attendance at inquests; he emphasises his rate of work as well as physical size of the county; insists he has discharged the duties of coroner on 20 occasions between the summer assizes of 1823 and the spring assizes of1824 but has only received remuneration for 6 inquests. Claims to have responsibility for the greater share of all inquest work, with some assistance from James Daltera Jr.

Indicates he acted as constable in the Dublin police but ‘unfortunately resigned his Situation on a Flattering Encouragement he received from his Brother which turned to his Disadvantage’; also claims to have served as a non commissioned officer in the Galway Regiment [of militia].

Letter from Reverend Samuel Henry Stewart, [Church of Ireland] Curate, parish of Bourney, Roscrea, County Tipperary, to the Chief Secretary’s Office, Dublin Castle, drawing attention to a difficulty of access to certain isolated glebe lands and seeking legislative correction. Refers to the case of Reverend Kennedy Kennedy, who is facing potential legal action over trespass due to use of lane leading to glebe field in the parish of Bourney, diocese of Killaloe. Also states in the ‘Parish of Rathnaveoge there is a Glebe of 34 acres of excellent land of which the proprietor can make no use in consequence of being denied a passage by the Surrounding landlord’. Also query and outline of case with opinion on same from the Attorney General [William Conyngham Plunket] and the Solicitor General [Henry Joy].

Petition of William Sheehan, farmer, Castlehaven, County Cork, seeking compensation on account of an arson attack on his property

SCOPE & CONTENT:

Petition of William Sheehan, farmer, Baunisial [Bawnishall], parish of Castlehaven, County Cork, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, complaining of loss resulting from malicious destruction of his near complete dwelling house by fire on 2 December 1822 and seeking advance of measure of relief; he explains his failure to make application for compensation before the spring and summer assizes was due to fever in his family and because information connected with the application was mislaid. Encloses certificate from John Baldwin, magistrate, Skibbereen, ‘an eye witness’ who inspected Sheehan’s property and recorded damage which included destruction of his house, plus loss of livestock and personal belongings; with itemised account of losses on back. Also letter from Major Samson Carter, chief magistrate of police, Doneraile, County Cork, to William H Gregory, Under Secretary of Ireland, Dublin Castle, reporting in favour of payment of compensation to Sheehan, but notes ‘he has overvalued the damage he has sustained which I understand does not exceed twenty pounds’. Also memorial from Sheehan to Wellesley, expressing revulsion at the loss of his property and lamenting at being ‘reduced, mostly to Beggary’. Encloses certificate from Thomas Baldwin, magistrate, Skibbereen, confirming losses sustained by Sheehan, with attestation from Reverend Jeremiah Crowly and Richard Townsend. Also affidavit from Sheehan making declaration of losses with certification on base from John Baldwin.

Emphasises the awful conditions of many of poor of the district ‘perishing with hunger’ and stresses the need for immediate assistance. Adds in postscript that due to the lateness of the hour he is unable to procure the signature of Reverend Wilson ‘the Protestant Clergyman who daily assists me in the distribution of the potatoes’.
