Also covering letter from George Warburton, Inspector General, Castlegar, [County Galway], to William Gregory, Under Secretary, drawing attention to the insufficient force of 80 men at his disposal in Leitrim and observing that the magistrates will not ask for additional men as they are ‘afraid of the expense’

File of documents arising from a coroner’s inquest, held in Milltown Malbay, [County Clare], into the shooting dead of a man by the constabulary and disturbances in that area

SCOPE & CONTENT:

Letter from John Wright, Chief Constable, Milltown Malbay, [County Clare], to Maj Warburton, claiming that William Ferguson, sub constable, has been falsely found guilty of the murder of Daniel Nealon in a case of diabolical conspiracy and claiming that Ferguson’s carbine was not discharged during the incident; adding that Charles O’Connell, attorney harangued the mob from the window of Mort Hehir’s public house and is acting on behalf of the Roman Catholic Association; adding that ‘a self constituted corps’ raised in opposition to the constabulary has been parading in the town an is headed by Fitzgibbon, a dyer. Also report from the coroner’s inquest. Also covering letter from George Warburton, Inspector General, Castlegar, [County Galway], to William Gregory, Under Secretary, suggesting that the magistrates should not send constables to enforce trifling warrants at this time of great excitement and suggesting that the constabulary may have open fire unnecessarily due to the fact that they are in a state of constant apprehension of being attacked. Also memorandum [probably from Francis Leveson Gower, Chief Secretary], suggesting that measures be taken to appoint a stipendiary magistracy in County Clare and to enlarge the police force in that county.

Copy of threatening notice served on Anne Flynn, Presser, Woodford, [County Galway], calling on her to send away a Brunswicker who is preventing her dying father from seeing a priest and threatening to boycott her flannel pressing mill if she refuses. Also covering letter from George Warburton, Inspector General, Castlegar, [County Galway], to William Gregory, Under Secretary, noting that the deceased man was a clerk of the church in Woodford and had many catholic relatives and protestant children who disagreed over his being buried as a protestant; discussing the impact of [Daniel] O’Connell’s influence, the people’s expectation for ‘Emancipation’ and the ever increasing hostility towards the police.

File of documents arising from a disagreement between William Toole, Mayor of Wexford and local magistrates as to the necessity of having nightly constabulary patrols in the town

SCOPE & CONTENT:

Copy of letters from William Toole, Mayor of Wexford, Wexford town, to the chief constable of Wexford, requesting that nightly patrols be established in order to arrest individuals guilty of fighting and rioting in the streets at night. Also copy of order signed by four magistrates, County Court House, concluding that night patrols are unnecessary and disruptive and ordering that they be discontinued. Also covering letters from Toole, to William Lamb, Chief Secretary and Rear Admiral Evans MP, complaining that his order was overturned by the magistrates, drawing attention to the attempted robbery of Dr Archer and suggesting that the duties would not place unnecessary harassment on the constabulary. Includes legal opinion of Richard W Greene, noting that the constabulary are subject to the orders of the county magistrates assembled at petty sessions.

SCOPE & CONTENT:

Letter from James Reed, Chief Constable, Boyle, [County Roscommon], to Maj Warburton, reporting on a violent incident which arose during the arrest of a man which involved constables Ferris, William Armstrong and Duggan; noting that the constabulary was hissed by a crowd standing under a statue of King William while they were marching to church and adding that some boys decorated the statue with orange lilies which were torn down by a crowd of catholics. Also letter from Thomas Williams, Chief Constable, Woodford, County Galway, to Warburton, reporting on an arson attack against Denis Walsh, a tenant of Mr Aylward, who acquired the lands under the Court of Chancery and was intending to evict former tenants; adding that the tenants may have employed strangers to carry out the attack. Copied extract from an informer’s statement stating that a ‘momentary calm’ exists in Clare following the arrival of the military and a circular from O’Connell to the priests warning them that the county could be placed under the Insurrection Act; commenting on the incidents at the fair at Ruan, [County Clare]; warning that firearms, including old repaired guns are in the hands of catholics and that collections are being made to purchase flags and banners and to set up marching bands; noting that there are rumours circulating that O’Gorman Mahon is procuring firearms in France and that the army cannot be spared for too long in Ireland. Also copy of letter from Joseph Tabuteau, Sub Inspector, Ennis, [County Clare], to Maj Warburton, reporting on his interview with Constable Scanlan who has been arrested following the shooting and wounding of Mangin at Six Mile Bridge [Sixmilebridge, County Clare].

Copy of letter from George Warburton, Inspector General, Castlegar, [County Galway], to the Magistrates of Leitrim at Quarter Sessions, urging them to make a requisition to government for additional constables as the current force is too small to perform their public duties and noting that a similar measure was adopted in County Roscommon. Also copy of letter from Warburton, to the High Sheriff and magistrates assembled at Manorhamilton, [County Leitrim], responding to their request for the allocation of the original number of men to each barony and the removal of a chief constable. Also memoranda [probably from Francis Leveson Gower, Chief Secretary], noting the recommendations of the Lord Lieutenant concerning the policing of counties Clare, Roscommon and Leitrim, including the increase in the force in Leitrim.

Letter from [John] Brown, Chief Constable, Tully, [County Roscommon], to Maj Warburton, enclosing copy of a threatening notice concerning informers, identified as ‘the Shallows of Liberty’ [‘village of Liberty .. on Sir Richd’s Estate’] which he removed from the chapel at Moore; noting how he is endeavouring to foster cordial relations between the constabulary and ‘humble and honest Landholders’. Also letter from James Duncan, Chief Constable, Carrick on Shannon, to Warburton, reporting that Robert Dunn, a young protestant from Jamestown was waylaid near the village of Leitrim. Affidavit of Michael Clarke, apothecary, Milltown [Malbay], County Clare, claiming that his life and business are in imminent danger and seeking to be placed under the protection of John Wright, Chief Constable. Also related memorial of Clarke, to Hugh Percy, 3rd Duke of Northumberland. Also letter from John Wright, to Maj Warburton, reporting that Charles O’Connell addressed a crowd assembled in the chapel of Ennistimon, [County Clare] during which he abused the chief constable, the constabulary and Mr Morony, magistrate; adding that Maj McNamara was requested by ‘a mob’ brandishing pitchforks to memorialise government to have Wright removed.
