Argues that in circumstances where the ‘misguided peasantry as well as the rabble’ pose a threat to the peace, police constables would benefit from a better arsenal of equipment: recommending that officers be armed with a ‘Blunderbuss, having attached to it a Bayonet turned backwards along the barrel’, better cartridges with more pellets and a sword to give substance to their ‘military’ character. |
