Petition of the Higginbotham [Higinbotham], brothers, Mountjoy Square, Dublin, requesting police aid in executing legal decrees for recovery of tithes on the lands of of Kildrumsherdan and Lavey in County Cavan

SCOPE & CONTENT:

Petition of Andrew Higginbotham [Higinbotham], Thomas Higginbotham and Henry Higginbotham, Mountjoy Square, Dublin, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting the assistance of the police constabulary in executing legal decrees and court warrants for recovery of tithes on the lands of of Kildrumsherdan and Lavy [Lavey] in County Cavan. They state they hold the tithes in question as impropriators since 1786 but are now unable to receive the profits due to the refusal of the police and church wardens to assist in the execution of court orders for recovery. As to the execution of orders they lament ‘the persons employed to put them in force having been so frequently beaten that no person can now be procured who will undertake to execute them their lives having been threatened’. With annotation overleaf from the CSO stating it is not the duty of the police to assist in serving such decrees but if a formal complaint is brought before them they will take steps to apprehend those responsible for resistance.

Letter from Edward Henderson, former chief constable of police, Cregg Lodge, [County Galway], to Henry Goulburn, Chief Secretary, Dublin Castle, requesting advance of a measure of financial aid or superannuation. Refers to his memorial to the Lord Lieutenant of July last seeking recompense for past services to government, and asks for an answer as he is now subject to declining resources. States he is 70 years of age and was originally appointed to office in 1797 under the tenure of John Jeffreys Pratt, 1st Marquis Camden [Lord Lieutenant of Ireland, 1795 to 1798].

SCOPE & CONTENT:

Copy of ‘Plan for improving the South of Ireland & employing the Poor’ submitted by William Crook [Cork, County Cork], to Henry Goulburn, Chief Secretary, Dublin Castle. Proposes a change in local expenditure to introduce improvement to the mountainous districts of Ireland, which at present are poorly populated or cultivated and inaccessible. Complains the grand juries have always subjected these districts to tax, but have failed to offer any improvements or add roads. He proposes that two-thirds of monies levied by grand juries should be expended on building and repairing roads in each local parish, with the remainder being directed to the support of the police, hospitals and prisons, or for new roads. Anticipates if such initiatives were pursued tracts of mountain land would be invested in and improved; employment would be created and the population increased in such areas. At the same time, more astute management of local finances would facilitate the creation of a fund in each parish for the employment of the needy lower orders. Indicates he will receive any communication on the matters raised, care of Herbert Gillman, South Main Street, Cork.

Letter from Sir Edward Smith Lees, secretary, General Post Office, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, annexing for the attention of the Lord Lieutenant an account of post office revenue in the towns of Broadway, County Wexford; Castlederg, County Tyrone; Castletown, County Cork; Cushendall, County Antrim; Keady, County Armagh; Kenmare, County Kerry; Killough, County Down; Lanesborough, County Roscommon; Milltown, County Kerry; Scariff, County Clare and Dunfanaghy, County Donegal [recorded overleaf], for the year ending 5th January 1825. Also report from Laurence Parsons, 2nd earl of Rosse, and Charles O'Neill, 1st earl O'Neill, joint Irish Post Masters General, General Post Office, Dublin, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, recommending an extension of the post service to the town of Kenmare, at the behest of the Marquis of Lansdowne [Henry Petty-Fitzmaurice], and to an additional 10 others towns in Ireland [as listed above]. Observes that such an enlargement of the post office establishment will ‘improve the Revenue rather than burden it’. They append to the report an ‘Abstract of the Expense attending the Establishment of Six day Post’ in the 11 places referred to. Also response from the CSO stating the Lord Lieutenant has ‘no objection’ to the proposals submitted provided they are considered a ‘temporary arrangement’, depending on existing funding resources. Asks that a statement of the revenue income from each of the towns be sent to government by 5th July 1826.

Petition of Daniel Lynch, estate of Ralahine [Rathlaheen], Sixmilebridge, County Clare, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting assistance in securing a license for selling alcohol and spirituous liquor. Complains he is denied a certificate by the local magistrates despite the presence of persons willing to offer security at the petty sessions. Claims to be a person ‘of Sober Moral and Religious Habits’ and remarks the intransigence of the magistrates is bound to injure the revenue and encourages the proliferation of illegal distillation. He asks that his application be placed before John Butler, magistrate, Castle Crin [Castlecrine] in order that he might be enabled to legally commence sale of his stock of spirits and porter.

SCOPE & CONTENT:

Petition of William Collis, [former police constable of Grange, County Cork], Tralee, County Kerry, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting a re-examination of his case following dismissal from the force on a charge of being intoxicated with alcohol. In his defence, he claims on the occasion alluded to, he was ‘extremely ill’ from a cold and consumed three measures of alcoholic drinks to help aid recovery. Asserts the person who gave information against him, William Bell, police constable, did so under vindictive motives, since he himself was reported [by Collis] with two others for ‘Drunkenness and violent riotous Conduct’. He notes the charges against him were initially brought before his commanding officer, Captain Gallway, chief constable of the barony of Muskerry East, heard by a bench of magistrates at Farran, County Cork, and ultimately acted upon by Richard Willcocks, inspector general of police, County Cork. Claims to have served for 19 years in the militia of County Kerry and remarks without a salary he cannot support his family.

Specifically, he accuses Glin of failing to pay him for 8 horses purchased for the police [under the direction of Major Thomas Powell, inspector general of the Leinster constabulary, and the Bishop of Waterford] and also of depriving him of the use of a suit of clothes. Also makes allusion to having been deceived by Ball, a local postmaster, with regard to a situation.
