Letter from Reverend Charles Le Poer Trench, Mackney, Ballinasloe, County Galway, Church of Ireland Archdeacon of Ardagh, to Charles Grant, Chief Secretary, Dublin Castle, expressing his concern at the reduction of the police establishment in County Roscommon, under Major John Wills; and recommending that the Galway police force be increased, 21 November 1821. Encloses copy of joint informations of Michael Sweeny of Kilbegly, County Roscommon, steward to Stephen Masters of Ballinasloe, County Galway; and of Edward Brock of Kilbegly, sworn before Trench, 21 November 1821. Details an attack on the home of Sweeny, by an armed mob, to obtain firearms and attempts to administer an oath to both men.

In particular, the burning of the house of Edm[un]d Shea, killing Shea and 17 others, in revenge for Shea's eviction of a tenant for non payment of rent. Complains of the apathy of many local magistrates. Also refers to the problems which arise when a police force is stationed in an area for too long a duration [appears to be incomplete; end of letter missing].

Letter from James Tandy, Annefield, Kilcullen, County Kildare, chief magistrate of police for counties Carlow, Wicklow, Kildare and Dublin, to Alexander Mangin, chief clerk, civil department of Chief Secretary's Office, Dublin Castle, 24 November 1821, enclosing letter from Tandy to Charles Grant, Chief Secretary, Dublin Castle, concerning what police protection may be offered to boat owners using the Royal Canal, following recent outrages which have occurred; refers to his communications with Samuel Draper, secretary to Royal Canal Company. Also estimates the likely expense to government and the Royal Canal Company, of such measures. Encloses copy of threatening letter from 'Justice' sent to the Directors of the Royal Canal Company, warning them to agree to higher wages for boatmen, and advising them to direct funds to this purpose, rather than to policing, in order to end the outrages committed, 24 November 1821.

Includes nocturnal associations, and meetings to swear people on oath, and to prepare resistance to payment of 'debts'. Reports that it not the very lower orders who are involved in the disaffection, but that, 'the most respectable Roman Catholics in this country are the main-spring of the plot'.

File of papers relating to allegations of James Taylor, chief constable of County Donegal police establishment, against conduct of several magistrates. Includes letter from Taylor, Raphoe, County Donegal, to Charles Grant, Chief Secretary, Dublin Castle, detailing a case involving James Lowry, and his claim against James Criswell [Creswell], for the theft of a cow; explains that he was unable to find a magistrate who would take Lowry's statement on oath. Affidavit of Taylor, on reverse, stating that the contents of his letter are true; sworn before Johnston Mansfield, magistrate for County Donegal, 17 December 1821. Also includes letter from James Hamilton, Strabane, County Tyrone, magistrate, to Grant, stating that he has no recollection of the case, or his alleged refusal to take informations against Creswell, 30 December 1821. Also letter from Reverend Charles Nisbitt, Green Hills, near Raphoe, County Donegal, magistrate, to Grant, explaining, as requested, why he would not take Lowry's information, 31 December 1821. Also letter from William Chambers, Lifford, County Donegal, magistrate, to Grant, stating that he refused to take Lowry's information, as the latter arrived 'intoxicated', 31 December 1821. Annotation on reverse, of opinion of John Sealy Townsend, KC and legal advisor to CSO, concerning the case, 11 January 1822.

Letter from Thomas Towers, Bushy Park, Borrisokane, County Tipperary, to Charles Grant, Chief Secretary, Dublin Castle, reporting the posting of threatening notices in Borrisokane, threatening death to anyone paying tithes over a certain amount, and a similar fate to any magistrate signing a summons connected with tithes. Notes that, 'These kind of notices are generally the forerunners of attacking houses for arms'. Complains of conduct of William Haskett, who he believes has applied to government to command a local yeomanry corps, 4 December 1821. Encloses list of 125 names of protestant inhabitants of town and neighbourhood of Borrisokane, 'who are wiling to serve under the Command of Captain Thomas Towers' [4 December 1821].
