TITLE:

File of papers relating to proposals of Dr Edward Trevor for provision for 'outcasts of society'

SCOPE & CONTENT:

File of papers relating to proposals of Dr Edward Trevor, superintendent and medical inspector of convicts, on the lack of provision made for 'the relief of the outcasts of society', and suggesting that Smithfield Penitentiary, Dublin, be converted into a house of refuge for such persons. Includes report by Trevor, highlighting in particular the plight of young females, who are first time offenders, 'thrown into Prison where it is more likely their morals become corrupted than improved..'; also the plight of the wives and children of convicts who are banished, and who, '...are left without any means of support, by which they are forced to commit offences, and it frequently happens that some commit offences to be Transported to their relations in New South Wales'. Trevor urges that both these groups be assisted, thus lessening overall crime committed; proposes that the buildings of Smithfield penitentiary be utilised as a house of refuge for males and females, and that the current Smithfield prisoners be relocated to Richmond General Penitentiary, Dublin, whilst those confined in Smithfield who are not prisoners, be relocated to the House of Industry, 22 January 1820.
