Letter from John Martley, assistant barrister of County Cork [East Riding], 12 Talbot Street, Dublin, to the Chief Secretary’s Office, Dublin Castle, requesting advice and clarification on implementation of the 5th act of George IV, chapter 74, section 17, which concerns enforcement of lawful weights and measures. Observes the information he requests might be supplied by the law officers of the crown and will be of immediate use to the justices and magistrates of County Cork. With reply on back of letter from John Sealy Townsend, King’s Counsel and legal advisor to the Chief Secretary’s Office, offering observations on the interpretation of the act in question. |

Letter from Reverend Dr Henry Stewart, Church of Ireland rector of Loughgilly, Loughgilly House, County Armagh, [post town is Newry, County Down], to William H Gregory, Under Secretary of Ireland, Dublin Castle, requesting issue of a grant of £70 from the Lord Lieutenant’s school fund for the purpose of erecting a new school house in the village of Mountnorris, County Armagh. States that to date just in excess of £70 has been donated by local subscribers and a further £30 or more is expected. The Cope family of Loughgall, he observes, are to make a fee farm grant to the minister and church wardens of the parish, of ground comprising almost a half acre for use as a site. They propose to spend the sum of £200 on the structure. |

Letter from Thomas J Healy, 37 Stafford [Wolf Tone] Street, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, requesting permission for a family member to visit the four persons sentenced to transportation for life for an assault on [James] Butterworth. Claims they are ‘extremely anxious’ to see the convicts who are interred on a convict hulk [likely the ship ‘Essex’ lying at Kingstown harbour, County Dublin] not having anticipated their removal from the prison of Newgate. Annotation overleaf states the applicants should be subject to existing regulations governing visitations to the hulk and concludes there are no ‘grounds for making an exception’. Letter from John Smith, late of County Limerick police, Rathkeale, County Limerick, to Henry Goulburn, Chief Secretary, Dublin Castle, complaining his demand for settlement of an account of £10 13s 11d against the police establishment is ignored and seeking an investigation. Protests his application for payment of the sum owed him has met with absolute resistance from the police authorities, and in particular from Richard Willcocks, inspector general of police, who insists that only £3 4s 10d in total is due. He further claims to have been improperly charged for three pairs of shoes, and undertakes to forward a copy of the account and ‘a full statement of the facts’ to aid the enquiry. SCOPE & CONTENT: |
Petition of Margaret Smyth, Dunmore, County Galway, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, complaining of the conduct of Thomas Pollock, police constable, and seeking an investigation of his past acts. Refers to a personal case taken by herself against Pollock before the quarter sessions of Tuam ‘for a most wicket, violent, and, disgraceful assault’ upon herself; also complains of the protection given Pollock by Reverend John Orr, magistrate and Church of Ireland rector of Dunmore, who had both herself and her brother arbitrarily committed to prison for a period of 14 hours, following the alleged assault. Observes, however, following a complaint to the court of King’s Bench Orr was not held accountable for his actions; Pollock, in contrast, was found guilty of excessive force at the last sessions of Tuam and fined £1 in spite of Orr’s protection. Recites a number of accusations against Pollock, over which she claims he has escaped punishment, including the stabbing of John Kirwan, the assault of John Bodkin and Patrick Mullarkey, plus making an attack on two close relatives of his own, members of the Minchin family. |

Petition of James Mullen, Grange, Dunmore, County Galway, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, seeking intervention of government with the grand jury of Galway in order to secure compensation for the loss of an outbuilding and stock. Conveys on the night of 27 March 1825, his barn was set alight by ‘some evil minded person or persons’ and totally destroying together with the cattle closed within. Asserts the value of the property lost is estimated at Stg£47, but complains his application for compensation to the last general assizes of Galway brought no redress. |

Petition of Denis McAuliff, former corporal of 32nd regiment of foot, Kilrush, County Clare, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting appointment to a situation in the revenue police or ordinary police constabulary in any part of Ireland. Remarks he wishes to depart from his native county as he is subject to intimidation and threats from connections of John Perce, whom he took proceedings against at the assizes of Ennis for theft of a sum of £6 3s. Perce, he explains, was tried before Richard Pennefather, [judge and 4th baron of Irish Court of Exchequer], and subsequently sentenced to transportation. For his own part in the prosecution, he is warned by Perce’s associates, should he be discovered outside Kilrush they would ‘really massacre him’. Also recalls his military service in the Peninsula campaign under the leadership of the Duke of Wellington [Arthur Wellesley] and claims to have been present at the retreat of Sir John Moore at Corunna [Spain]; remarks he is now an out pensioner of the Royal Hospital, Kilmainham, Dublin. |

Claims her late father served as quartermaster of the 9th regiment of dragoons, and makes references to several applications to Dublin Castle on the matter of her allowance, none of which have been given a reply. Points out that payment to her was discontinued in 1806 but she was uncertain as to whom to make application for redress. Annotation on reverse from CSO states that no assistance can be offered but direct application should be made by her to the agency responsible in England. |
