Petition of William Bourke, late of the 1st Royal Scots regiment, Cahirciveen, barony of Iveragh, County Kerry, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, seeking issue of a measure of remuneration following discharge from the military without a pension. Refers to his career in the army which was terminated by discharge for a ‘sickly appearance’ in 1817. Claims in 1809 he was appointed a tidewaiter in the port of Cork, but on account of regimental service was unable to take up the post; complains in spite of making various applications to the collector of Cork, he has received no response.

Remarks his work was considered by the House of Commons in preparation for the general survey of Ireland, but as yet he has not succeeded in securing payment despite several applications to William Shaw Mason, secretary of the Records Commission.

SCOPE & CONTENT:

Letter from Abraham Willock, 18 Upper Baggot Street, Dublin, to William H Gregory, Under Secretary of Ireland, Dublin Castle, seeking his intervention to aid settlement of an account in connection with cooperage work on the convict hulk [ship] ‘Essex’ lying at Kingstown harbour [Dunleary; Dún Laoghaire], County Dublin. Remarks upon difficulty in securing payment of his account through Mr Formey, a cooper, and refers to a number of unsuccessful applications for redress to Robert Gilbert, the keeper of the ‘Essex’. Also letter from Willock to Henry Goulburn, Chief Secretary, Dublin Castle, pressing for the assistance of government in having his account settled. States it was Gilbert who commissioned the work and who assured him that his demand would be paid on completion. Gilbert, he believes, is in receipt of funds to discharge the debt of £15 10s 7½d but continues to resist making payment.

Draws attention to his experience of the nature of the work which has a salary of £80 per year. Also refers to a previous application for an expected vacancy arising from the elevation of JA Dubourdieu to the position of main coastal officer in County Clare. Also letter from Mathews to Henry Goulburn, Chief Secretary, Dublin Castle, expressing disappointment at the response to his earlier application for the position of clerk and drawing attention to the endorsement of his application from Sir C Campbell.

SCOPE & CONTENT:

Letter from Mark Cassidy, magistrate, Newtownards, County Down, to Henry Goulburn, Chief Secretary, Dublin Castle, offering a correction to a previous letter in which he wrongly stated that no petty sessions were held in the neighbourhood of Newtownards. Conveys that following a meeting of local magistrates in Downpatrick he discovered that nearly all hold sessions ‘some of them in an underground Cellar where you could not whip a cat, others in a loft over their Barn, others standing at their own Hall door in all weather’. Suggests that Major Thomas D’Arcy, [inspector general of police for the province of Ulster], should meet the clerk of the peace [Solomon Darcus] to select a number of places in the county where sessions might be regularly held. He also pours derision on a late remonstrance from the magistrates of County Down to government [possibly seeking assistance with the establishment of new court houses]. Alleges that the greater proportion of magistrates did not expect a positive result and ‘three forths even of those who signed the address did not wish it to succeed’. Detects the strong influence of local interest in the magistrates’ application and quotes one anonymous source as admitting ‘there is nothing in the present state of the Country which renders the measure necessary at the present time!’.

SCOPE & CONTENT:

Letter from Major Thomas Powell, Corkagh, Rathcoole, County Dublin, inspector general of the Leinster constabulary, to Henry Goulburn, Chief Secretary, Dublin Castle, referring to an enclosed application from William Kelly, chief constable of police, barony of Gorey, County Wexford, for a measure of compensation [not present]. Offers his commendation on Kelly's individual work in discovering a number of persons involved in forging coin, and draws attention to the needs of the chief constable's family, 16 August 1825. Also letter from Powell to Goulburn, proposing that a single payment of £50 be given to Kelly to cover his costs in gathering information on the ‘coiners’, 13 September 1825. Encloses memorial from Kelly to Powell, requesting payment of his account [not present] for the ‘apprehension and conviction of two persons’ on charges of reproducing false currency. His account, he states, does not allow for his own personal expenditure in the matter, 6 September 1825.

SCOPE & CONTENT:

Letter from George Hatchell, 36 Upper Merrion Street, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, requesting appointment to the situation of chief constable of police or another position under government. Recalls the difficulties he has experienced over the past period of time in attempting to secure a post of employment; in particular, he mentions, his visit to London for the purpose of finding work with the office of education enquiry, and his subsequent unsuccessful approach for employment to Robert Pauncefote, secretary of the Commission of Inquiry into the state of Education in Ireland, Dublin. Claims his search for a situation has been impeded by a wall of resistance from those who remember his past exertions as an officer of government [with the revenue department] in the tax district of Dublin: in this he laments of being set against ‘the force of political and religious prejudice’ in the city. SCOPE & CONTENT:

Extract of a letter from Daniel James Webb, magistrate, Woodville, near Templemore, County Tipperary, to Henry Goulburn, Chief Secretary, Dublin Castle, expressing strong dissatisfaction at not having access to the parliamentary statutes for the guidance of individual magistrates in the county at petty sessions. Stresses that no local magistrate has been able to procure the statutes for use at court despite a ruling that such reference sources should be made freely available. Points out he is a resident magistrate of 8 years standing but has been unable to procure a copy of the acts of Parliament despite making various application to the King’s printer [George and John Grierson and Martin Keene] and to the clerk of the peace for County Tipperary [Thomas Sadleir]. He also makes reference to an application by Mr Wright who seeks compensation for the capture of a deserter.
