SCOPE & CONTENT:

Letter from John Galloway, secretary, commissioners for the issue of money for public works [Consolidated Fund], 37 North Cumberland Street, Dublin to Henry Goulburn, Chief Secretary, Dublin Castle, indicating the sum of £3,600 is held in reserve until such times as a new presentment is made by the grand jury of County Leitrim. Observes, an earlier presentment by the grand jury, in connection with completion of the road from Drumsna in County Leitrim to Bundoran in County Donegal, is deemed inadmissible on account of it not having been forwarded to the commissioners ‘within the time prescribed by law’. Also letter from John La Touche, [member of the grand jury of County Leitrim], to the Chief Secretary’s Office, Dublin Castle, acknowledging failure to forward a certificate of the presentment within the allotted time and requesting that permission be given the commissioners to issue the loan for completion of the road. If the money is not forthcoming, he warns, ‘the Great Public Work for which the money is wanted must be stopped’ with grim consequences for a number of bridges not yet complete, which lie in danger of being ‘carried off by the Winter floods’.

SCOPE & CONTENT:

Letter from Major William Reid, [of the Royal Engineers], superintendent of the Ordnance Survey of Ireland, Ordnance Survey Office, Phoenix Park, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, seeking issue of a directive from the Lord Lieutenant ordering local magistrates to refrain from asking assistance from the officers, soldiers and men employed in making the General Survey of Ireland. Conveys he has carefully instructed the men and officers on the survey ‘to conduct themselves as to gain the good will of the people’ for the purpose of being impartial and neutral. With annotation on base from Goulburn ordering a message be passed to Reid stating the superintendents of the general survey themselves should inform magistrates of the intent of the survey and emphasise the men are not to be employed for general peace keeping duties.

File of material concerning the resignation of Thomas Lloyd from the position of assistant barrister for County Limerick. Includes memorial from Lloyd, Beechmount, Rathkeale, County Limerick, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, offering his resignation from the post of assistant barrister for County Limerick. Requests, in view of his 22 years service in that capacity, issue of a pension of £300 per annum to which he claims entitlement under law, 23 September 1825. Also includes copy letter from William H Gregory, Under Secretary of Ireland, Dublin Castle, to Lloyd, requesting he continue to fulfil the duties of assistant barrister as his resignation has not yet been formally accepted. Remarks in the circumstances he cannot take steps to arrange the appointment of a deputy to temporarily act in his place. As to the position now vacant, he conveys contact is made with the commissioners of the Great Seal on the matter, 11 October 1825. Also includes letter from Lloyd to Gregory, accepting the appeal from government to remain in office. States he will perform duty at the sessions of the town of Limerick, and immediately afterwards at those of Rathkeale. Stresses his hope of a swift replacement being appointed, for he confesses, ‘I am particularly anxious to be relieved from the duty’, 13 October 1825.

SCOPE & CONTENT:

Letter from Charles Hope, commander of HMS sloop ‘Busk’, docked off the Tower of London, London, to Henry Goulburn, Chief Secretary, Dublin Castle, reporting on his arrival in England and intention to take on board a quantity of currency for conveyance to the Bank of Ireland in Dublin. Requests the Irish Treasury be put in a state of readiness to facilitate the transfer of the money. States he expects to arrive at the harbour of Kingstown [Dunleary; Dún Laoghaire], County Dublin, by the 6th or 7th of October. Mentions also he has orders to collect and return all the silver tokens previously in use in Ireland, while at Kingstown.

SCOPE & CONTENT:

Letter from Thomas Popham Luscombe, deputy commissary general, commissary general's office, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, reporting that a sum of Stg£8,400 in new silver has been delivered by the officers of the commissariat to the collector of customs at Dundalk, County Louth. Since they are awaiting a further consignment of currency from England, he proposes that paper notes be circulated to make up the shortfall and suggests the expediency of placing a greater quantity of notes in the hands of officers working in the province of Connaught, who might use the same, where possible, in exchange for tokens. Should his plan prove acceptable to government, he asks that the Bank of Ireland make available for his use £20,000 in Irish bank notes.

SCOPE & CONTENT:

Letter from Samuel Harden, seneschal of the town, manor and lordship of Roscrea, County Tipperary, to Henry Goulburn, Chief Secretary, Dublin Castle, complaining of the conduct of [William] Nash, chief constable of police, and seeking an investigation by government. States that Nash was unhelpful and later became aggressive after a request was made for assistance by the police in the regulation of the price of potatoes in the market of Roscrea. Remarks, however, that a number of constables eventually came to assist, but continues he was later met by Nash at the dwelling of Mr L Talbot, a commissioner for oaths, and accused by the chief constable of being ‘a liar and an upstart’. Observes as a public representative of Lady Caroline Damer, and elected town seneschal, he is entitled to due respect and asks for redress. Annotation in reply on following page from Goulburn, indicating the regulation of potatoes is not part of police duty. If particular offence was given by the chief constable's conduct, he advises, redress might be had from the local petty sessions.

Petition of Morgan Crofton, John Robertson and Robert Elwood, overseers of the bridewell in the town of Boyle, County Roscommon, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting sanction of government for the release of a sum of £2,000 by the Consolidated Fund in order to commence the construction of the new bridewell at Boyle. Affirms at the summer assizes of Roscommon a presentment for the sum of Stg£2,000 was made by the county grand jury. They ask for an advance of the money ‘on the faith’ of that presentment.

SCOPE & CONTENT:

Petition of Richard Howell, Park, Galbally, County Limerick, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, complaining of the conduct of William Massey [Massy], Stagdale, County Tipperary, magistrate for counties Limerick, Tipperary and Cork, and seeking an investigation by government. Accuses Massey of acting improperly in his capacity as magistrate, and in particular of failing to issue a license to him for selling alcoholic spirits; he alleges the magistrate, having refused to grant the license, had him subsequently summoned and fined. He further claims Massey resists the parishioners of the union of Kilmallock in their efforts to receive the benefits of the tithe composition act, following their collection of £1,000. Observes he administers justice in an arbitrary fashion in the locality, and possesses ‘little or no free hold property’ himself but rather gleans his income from the offices of tithe farmer, church warden and high constable.

Letter from John Galloway, secretary, commissioners for the issue of money for public works [Consolidated Fund], 37 North Cumberland Street, Dublin to Henry Goulburn, Chief Secretary, Dublin Castle, requesting to have the determination of government on whether a sum of £300,000 set aside under the last sitting of Parliament for public works, is at their disposal, or if public applications can be accepted on same. With query annotated on base from CSO on issue and response from John Sealy Townsend, King’s Counsel and legal advisor to the Chief Secretary’s Office. Also draft letter from the Chief Secretary’s Office to the commissioners stating that no power is given under the act permitting their access to the £300,000 in question. Points to an error in the wording of the act of last session which gives an incorrect reference.
