He states the applicant does not serve in the area under his jurisdiction. Returns memorial from Heavy, Athenry, County Galway, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, seeking a post in the constabulary of Galway under Major George Warburton, superintendent general of police for counties Galway, Clare and Roscommon. Refers to his earlier discharge from the force on account of entering wedlock [contrary to regulations]. Petition of John Long, sub constable, Newcastle, County Limerick, to Henry Goulburn, Chief Secretary, Dublin Castle, requesting payment of wage arrears accumulated during a period of suspension from the police service. Recalls on 23 November he was tried for misconduct and subsequently suspended in consequence. Stresses the charge against him was ‘small’ but upon restoration, outstanding wages were not paid him. He describes himself as an ‘original member of the police establishment’ and claims during his tenure in the constabulary ‘many culprits were brought to justice’.

Letter from Richard Willcocks, inspector general of police, Cork, County Cork, to Henry Goulburn, Chief Secretary, Dublin Castle, expressing his rejection of a demand by John Darcy [D’Arcy], late constable, for payment of the sum of £1 8s 6d which he claims is due on account of ‘fund and lodging money’ accumulated under the late Major Richard Going [chief police magistrate, County Limerick, who was murdered on 22 October 1821]. Returns memorial from Darcy, private, 1st royal veteran battalion, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting issue of £1 8s 6d in settlement of arrears owed him by the police establishment of County Limerick. Petition of the tenants on the commons of Knockfenora, County Limerick, requesting a measure of legal assistance to stop a demand for rent by James O’Grady of Limerick

Petition of Michael Hanley, Michael Regan, Patrick Hartigan and Garrett Barry, tenants on the commons of Knockfenora, barony of Connello Upper, Rathkeale, County Limerick, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting a measure of legal assistance to stop a demand for rent by James O’Grady of the city of Limerick. Claims they have enjoyed free use of part of the commonage of Knockfenora for many years past, but recently O’Grady, who holds some adjacent land, has advances a claim on the property and sought rental dues. They point out O’Grady does not hold title deeds to the ground and ask for government interference to protect their rights.

Letter from Thomas Popham Luscombe, deputy commissary general, commissary general's office, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, seeking the Lord Lieutenant’s permission to sanction an exchange of currency in counties of Cork and Tipperary. Requests authority be given the governor [Nathaniel Hone] and directors of the Bank of Ireland to make available to the commissariat officers the sums of Stg£50,000 in new silver coin and £20,000 in Irish bank notes, in order to carry out the exchange. Also mentions that detachments of the corps of waggoners will be ready to proceed 'with the money' from the city of Dublin on the 10th of October.

Letter from William Mahony, Marden Street, Newcastle [West], County Limerick, to Thomas Taylor, clerk, Chief Secretary’s Office, Dublin Castle, seeking interference with the magistrates of Newcastle in order to obtain a license to sell alcoholic spirits. Asks that contact be made with Mr Furlong or Major Sullivan, magistrates of Newcastle, and stresses a communication of this nature, will be a ‘great service’ to his cause. Also refers to an application prepared in his behalf for presentation to the Lord Lieutenant signed by a number of aldermen from the city of London [not present]. With reply on foot from Taylor indicating the course of action requested will be of no avail, since he is not personally acquainted with any of the magistrates of Newcastle.

Petition of Patrick Hanly, Kilroe, County Galway, complaining of the conduct of Captain John Kelly, commander of police, barony of Clare, and requesting an investigation

SCOPE & CONTENT:

Petition of Patrick Hanly, Kilroe, Headford, County Galway, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, complaining of the conduct of Captain John Kelly, commander of police, barony of Clare, and requesting an investigation. States he visited Kelly at the barracks of Lisdona [Lisdonagh] on 8 October, with a view to identifying a number of constables who confiscated an ass from his assistant at the fair of Castlehackett, in order to have them tried for the offence at the sessions of Tuam. Laments that Kelly subjected him to provocation and insult, and appears to have invited him specifically for that purpose. [He reproduces within a letter to Kelly and his reply]. Adduces that Kelly’s behaviour is a reaction to an earlier complaint advanced by him, in which he warned of his intention of making a direct complaint to government about the constabulary. Outlines a number of charges against the police establishment of County Galway: alleges that Patrick Hanly, Michael Berne and John Ford ‘were violently beat and assaulted by the Police’; alleges that Charles Hanly ‘received several kicks from a Police-man’ and was threatened at gunpoint; alleges that the police used offensive language to a married woman at Gurtroe [Gortaroe]; alleges that the police ‘broke open the Door of Martin Reddington, and beat his son’ on the townland of Lennagh [Lehanagh] ‘without any provocation’; alleges that the police at Ballydonnellan assaulted and threatened Thomas Greally and also ‘beat with pistols’ William Greally; also alleges that the police acted in a ‘very insolent’ manner to the ladies of Kilroe. Encloses letter from Francis Blake, magistrate, Creg [Castle], County Galway, to Hanly, stating there is no necessity of producing statement or affidavits if it is the case that the charges can be proven before a panel of enquiry.

Letter from Owen Lynch, former sergeant, 2nd rifle brigade battalion, Mulhall’s Court, 20 Golden Lane, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, enclosing a memorial to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting a situation of employment under government or financial assistance to travel to London, where he hopes to secure a situation as a law clerk. Emphasises he and his family are ‘in a state of starvation’ and lack decent wearing apparel or night coverings. Reflects on a military career spanning more than 8 years, in which he serves primarily as a non commissioned officer ‘on Foreign service’; complains of being ‘severely wounded’ and mentions confinement in hospital on a couple of occasions. States he is not in receipt of an army pension and refers to an application for employment to the Lord Lieutenant in December 1823; also alludes to a trip to England in September 1824 which was interrupted by a period of 3 months sickness in Liverpool, after which he was obliged to return to Dublin.

SCOPE & CONTENT:

File of material relating to an attempted escape by convicts on board the hulk [ship] ‘Essex’ at Kingstown harbour [Dunleary; Dún Laoghaire] in County Dublin. Includes letter from Dr Edward Trevor, [supervisor of convict transportation], Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, reporting on a violent attempt at escape by convicts on the ‘Essex’ on 16th of September, between the hours of 12 midnight and 1 am. Indicates the prisoners displayed particular aggression, but met with with strong resistance from the guards. Conveys that one convict was killed in the affray, one escaped by jumping overboard and another is though to have perished in the water. States he is awaiting a corner’s report on the convict who appears to have drown and asks for advice on the release of his body to family, since he was one of the persons indicted for an assault on James Butterworth, clothier of Dublin. Remarks that a considerable degree of culpability rests with William Davidson, ship keeper, who was absent at the time and who left behind a key subsequently used by the convicts in their break for freedom. Annotation on base from Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, stresses following a consultation with the Attorney General [William Conyngham Plunket] he is determined that the dead man should be ‘quietly but decently interred’ in some graveyard under the directions of Trevor. Observes the ‘object of the application evidently being to have a grand procession in Dublin and to excite the combined workmen by such a procession’, 17 September 1825. Also includes minutes of an inquiry into the attempted break from the prison vessel ‘Essex’. Describes the exertions of the keeper, Robert Gilbert, the shooting of convict Thomas Cullen, and alludes to the escape strategy adopted by the men, [nd]. Also includes memorial from Davidson, Kingstown, to Wellesley, contending he acted with propriety in the discharge of his office and requesting not to be dismissed until a further enquiry on the matter is held. Acknowledges, however, that Trevor has instructed him ‘to quit the Hulk’ and asks to be appointed as ship keeper on the convict hulk 'Surprize' stationed at Cove [Cobh] in County Cork, 22 September 1825.
